Job Description


The purpose of the Accountability Officer is to establish robust feedback, complaint and response mechanism for the JEOP project. He/she will be responsible for ensuring feedback and response mechanisms for JEOP project adhere to CARE’s core values, CARE’s humanitarian Accountability Framework, CARE Ethiopia Country Office Feedback and Accountability Mechanism (FAM) Standard Operating Procedures (SOP) and other standards such as SHPERE, CHS and donor standards. The position holder will ensure information sharing, beneficiaries’ participation, and complaints and response mechanisms are in place.

II. Responsibilities 

Job Responsibility #1:  Programe Implementation (20%)

  • Work closely with the MEAL officer, Humanitarian response Manager, sector team leaders and officers to ensure accountability system is integral part of project design and implementation.
  • Ensure that accountability and participation are integral elements of all aspects of the JEOP’s approach to MEAL.
  • Develop the associated tools required to implement the accountability and participation requirements to ensure that roll-out is standardized across JEOP operational areas (e.g. information posters, feedback and complaints mechanisms and database).
  • Work closely with JEOP team members to promote understanding of the importance of accountability and protection to achieve quality programming.
  • Capture learning from accountability and participation approaches and support the incorporation of learning into implementation of JEOP project.

Job Responsibility #2: Information sharing, participation and feedback, complaint and response mechanism (50%)

  • Conduct accountability contextual assessments for new areas to gain understanding of the existing and potential accountability mechanisms.
  • Develop and Implement CARE Ethiopia accountability to affected people system (like information sharing, community participation, feedback and complaints response mechanisms etc)
  • Receive, compile, analyze, share and file feedback and complaints.
  • Conduct and update accountability functionality assessment periodically.
  • Follow-up on pending complaints with the supervisors.
  • Produce regular internal reports on information sharing, feedback and complaint trends, response procedures, and relevant issues.

Job Responsibility #3: Staff capacity building (15%)

  • Conduct orientation, training and capacity building to JEOP staff on accountability.
  • Communicate with relevant field staff on the community and feedback received.
  • Communicate and disseminate CARE’s feedback and complaints policies and procedures for JEOP staff and concerned stakeholders and partners.
  • Analyze trends of the community and feedback received and share with relevant staff for programe improvement.

Job Responsibility #4:  Learning and Information Management (10%)

  • Identify and capture learnings and best practices from accountability and protection approaches and intervention and support the incorporation of learning into new project proposals.
  • Capture learning from accountability and participation approaches and support the incorporation of learning into implementation of JEOP project.
  • Responsible for timely collection, analysis and utilization of accountability and protection related information.
  • Share and document accountability and protection related information.
  • Liaison with others to gain experience and share CARE’s accountability and protection experience.

Job Responsibility #5: Other (5%) 

  • Perform other duties as assigned

About You

1.Qualifications 

Required:

  • B.A. Degree in Social Sciences, Management Information Systems, development studies, Statistics or related
  • 3 years of work experience in MEAL and accountability and protection related tasks (NGO experience is an advantage)
  • Computer skills (Word processing, power point presentation, database management); data analysis
  • Excellent written and verbal communication in English Language
  • Knowledge of local Language.

Desired:

  • M.A. Degree in Social Sciences, Management Information Systems, Development Studies, or related.
  • NGO experience
  • Knowledge of statistical software like SPSS and experiences in database development applying common software like MS Access
  • Knowledge and experience in digital data collection platform
