In Ethiopia, NCA has been operating since 1974, marking 50 years of service in the country this year. NCA’s programmes are implemented together with local faith-based partners. NCA is a member of various civil society networks, coordination mechanisms, and clusters in Ethiopia. In its current strategic period (2020-2024), NCA Ethiopia implements programmes focused on Climate Resilient Water, Sanitation, and Hygiene (WASH); Faith-Based Climate Action; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.

NCA would like to invite interested and qualified applicants for the below positions for the emergency response project in the Tigray Region.
Position Title: Regional Cluster Coordinator
Number Required 1 Position
Reports to: Humanitarian Program Manager
Duty Station: Mekelle at the local partner office
Length of Contract: Six months with a possibility of extension
Basic Salary: ETB 82,000
Job Summary:
The Regional Cluster Coordinator is a new position in which the position holder will be expected to provide broad support to the development, implementation, monitoring, and follow-up of NCA’s humanitarian program in the Tigray region implemented by NCA as well as projects that are implemented through our local partner.
He/she is responsible for project design, monitoring, reporting, and in close consultation with Senior Finance, Admin, and logistic senior officers and in line with NCA’s policies and procedures. He/she is also responsible for stakeholder management, regular attendance of regional coordination platforms, facilitating project agreements, establishing good relationships with government and other partners ensuring the delivery of projects in line with the original plan, Sphere, and CHS standards, and participating in the joint assessment.
The candidate will also closely support the fundraising efforts, grant requirements, and changing circumstances. The emergency project Coordinator will closely work with the humanitarian program manager, other program advisors, implementing partners, and other NCA staff.
Major Duties & Responsibilities:
- Coordination
- Actively participate in the regional cluster meetings, submit and share progress reports, and best experiences,
- Participate in the regional joint assessment, joint monitoring, and donor meetings representing NCA.
- Work with relevant government authorities and agencies to ensure appropriate coordination and timely information sharing to effectively implement NCA projects in the region.
- Facilitate the project agreement with the relevant government partners
- Ensure the project implemented in the region are in line with CHS standards, Sphere standards, and, donor regulation.
2. Strategic Planning
- Coordinate and be involved in NCA-initiated rapid need assessments in the region.
- Provide updates about the humanitarian situation, humanitarian response, and identified gaps.
- Identify both immediate and longer-term recommended actions to improve the Humanitarian situation of response in the region.
- Ensure integration of GBV in sectorial needs assessment, analysis, planning, monitoring, and response.
3. Representation and Advocacy
- Represent the NCA in the regional cluster coordination and to the donor representatives.
- Share information on identified needs and recommendations to the cluster member organizations, government partners, UN agencies, donors, and others as relevant.
- Participate in task forces and working groups that could potentially be established by the regional clusters.
- Coordinate with donors to mobilize funds to address identified gaps in emergency response.
- Contribute to the positive image of the organization.
4. Accountability
- Ensure compliance with security protocols, ACT code of conduct, Gender policy, and Child Protection.
- Consider the security implications of the proposed humanitarian response and consult with relevant stakeholders.
- Foster a safe and supportive environment for coordination among partners and donors in the region.
- Manage other essential assignments to be given by the office.
About You
Required qualifications:
- Master’s degree in social work or other social sciences, public health, community health, international relations, international law, human rights, or related fields with a minimum of 5 years of progressive and continuous practice in a Humanitarian program and a coordination level.
- 5 years of experience in Humanitarian program management and experience working in humanitarian settings – preferably in an acute emergency.
- Demonstrable knowledge of protection issues in humanitarian settings.
- Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors.
- Knowledge, skill, and experience in participatory Humanitarian response programs interventions, and approaches.
- Strong training, coordination, networking, facilitation skills and experience
- Partner and different stakeholders’ management and communication skill
- Diplomacy and assertiveness; the ability to respectfully and carefully confront and discuss sensitive issues with a wide range of actors, groups, and individuals.
- Fluency in English. Knowing the local language is a plus.
- Experience in coordinating clusters is an advantage.
