Job Description
LonAdd HR Consultancy Plc (www.lonadd.com) is a Recruitment & Outsourcing Company based in Addis Ababa, Ethiopia, with branch offices in Dukem and Hawassa. We are looking to recruit a qualified candidate on behalf of our client.
- BACKGROUND
The 35Milion multisectoral project implementation in Somali region is significantly constrained attributed to limited access to the intervention districts (Guradamole,Dolo ado and Dolo Bay). Hence, provision of technical assistance is deemed to provide close follow-up and support by assigning one technical assistance for Guradamole and one for Dolo Ado and Dolo Bay.
The project is located very far away from Somali Field office and is currently facing delayed implementation and the role will include fast-tracking implementation through the accelerated plan and by ensuring it is on schedule, taking consideration of the approved donor schedule, attainment of annual targets and milestones. The role will have key responsibility on coordination between Client sectors, government, IPs and follow-up on agreed action points from, missions, review meetings environmental social screening an environmental management plan and guidance from the SFO and ECO. This will also include scheduling and preparation of missions, coordination meetings between key stakeholders, including field monitoring both at community and facility level will by visiting health facilities, schools, other community systems, and to ensure strong coordination and linkages with Woreda and Kebele Administration including respective sectors at Kebeles and Woreda levels, including coordination with Client, implementing partners, consultants, and contractors. This will include preparation of meeting minutes and mission reports of such monitoring and evaluation events.
The purpose of the role is to support an accelerated implementation of the on-going Client -supported Multi-Sectoral Drought Resilience Project being implemented in Somali region across the woredas of Guradamole, Doll Ado and Dollo Bay by ensuring both vertical integration and inter-sectoral convergence. This will involve ensuring there is adequate coordination between Client, government, implementing partners, leaders and local communities whilst ensuring inter-sectoral convergence of Client interventions.
- OBJECTIVES, PURPOSE & EXPECTED RESULTS
The Following are expected of the assignment:
- Coordination of multi-sectoral program: The coordination is aimed at avoiding duplication of community-level resources while ensuring complementarities and better utilization of the available resources and prioritization. This will include working with existing community structures across the sectors and between Client and other stakeholders.
- Support the development and analysis of needs assessment and monitoring the project progresses.
- Support development of an integrated package of interventions at Community, health facility, schools, and other levels
- Identification of programmatic points of synergy and complementarity through integration of key approaches and messaging across Health, Nutrition, WASH, Education and Child Protection.
- Support evidence generation through assessments, case studies, reports etc.
- To hold regular coordination meeting both at strategic and at implementation levels using the Collective Impact framework for multisectoral interventions
- Organize and facilitate multi-sectoral program review periodic meetings with partners to ensure inter-sectoral convergence of services.
- To use cross-cutting thematic interventions such AAP, GBV and PSEA and SBC
- To use common coordination platform at regional, zonal, and Woreda /local levels instead of having a separate meeting possibility of having joint meeting, avoiding multiplicity of meeting at community levels.
- Intentionally strengthen platforms for multisectoral program convergence- Health facilities, Schools, WASH Cos, Social workers, community health volunteers.
- Follow-up and ensure project implementation through visit to health facilities, schools/ learning centers, one-stop-centers, OTPs, construction sites, homes and community gathering sites.
- To provide leadership in assessments and monitoring, including joint assessments and training.
- Lead on the preparation of monthly updates on project progress inputs with emphasis on approved results matrix, implementation plans, annual targets, and achievements.
- DESCRIPTION OF THE ASSIGNEMENT
The technical assistant will coordinate the multisectoral Client funded project implementation with NGO partners and the woreda Government (Health, Water, Eduction Women’s and Childrens’ affairs) and closely coordinate with Client staff in Somali FO. The assignment involves the following:
- Holding (co-chair with the Woreda administration) a multisectoral coordination meeting that involves with NGO partners, Client and Government (Health, Water, Eduction Women’s and Childrens’ affairs). And meeting minutes
- Proactive follow-up, tracking, and assisting, planning, monitoring, and implantation of activities.
- Ensure multisectoral convergence at all levels: Household, Health Facility, Schools, community platforms, Woreda and others.
- Conduct quarterly and ad hock Joint field monitoring with NGO partners, Client, and Government (Health, Water, Eduction Women’s, and Childrens’ affairs). And produce monitoring report.
- Planning meetings and review meetings
- Monitor and report status/ progresses of construction activities.
- Address issues as required or requested.
- DELIVERABLES / REPORTING REQUIREMENTS
The following deliverables are expected of the technical assistant:
- Quarter and monthly plan
- Quarterly and monthly individual accomplishment report
- Meeting minutes
- Mission reports
- Training and workshops ToRs and reports
- Technical and assessment reports
- Planning documents

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS
- If the trip is authorized by Client on the monthly travel plan, the third-party company will communicate the same to the third-party personnel.
- Third-Party personnel will work from government office in Guradamole and Government or Client office in Dolo Ado
- Third-Party personnel should provide his/her own materials, i.e. computer, office supplies, etc.
- Third-Party personnel are authorized to have access to Client transport when available.
- The third party will receive monthly payment from the time of appointment. The final payment to third-party personnel is dependent on the completion of deliverables and certification by Client.
- Note: Third-Party in practice are external and therefore do not have a direct right to access Client resources.
- The cost of one round trip flight to Gorodamole or Dolo Ado will be covered at the standard cost of economy class
- A contract may only commence once contract has been signed by both Client and the third-party company. Additionally, the third-party company must also sign a contract with the third-party personnel.
- No Third-Party may travel without a travel authorization prior to the commencement of the journey to the duty station.
- Unless authorized, Third-Party company will buy the tickets of the Third-Party personnel. In exceptional cases, the Third-Party personnel may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand

About You
Qualifications
An advanced university degree in one of the following fields is required: Engineering, geology public health/nutrition/wash/health sciences, social sciences, Education, and project management and coordination experience,
Experience
- At least 5 years progressively responsible in humanitarian work experience with UN and/or NGO in project management or multi-sectoral programming.
- Extensive coordination role experience in multi-sectoral program is an added advantage.
