Job Description


Community in Action Against Poverty (CAAP) is a local organization officially registered by the FDRE Agency for Civil Society Organizations on December 24, 2018, under registration number 4091. CAAP operates in the Somali region, focusing on emergency response, development, and peace promotion. CAAP envisions a poverty-free Somali regional state where empowered women contribute to a resilient, inclusive, and fair future for themselves, their families, and their communities. Currently, CAAP operates in 38 woredas with over 100 staff across the region.

JOB SUMMARY: The Program Officer will be responsible for implementing, monitoring, evaluating, and coordinating project activities, with a focus on the ACHIEVE Project. This role involves close collaboration with Health Extension Workers (HEWs), Community Health Workers (CHWs), school facilitators, and local stakeholders to ensure high-quality service delivery. The Program Officer will oversee project activities, support M&E processes, and provide regular reports to project management.

Job Description

  • Program Implementation and Monitoring:
  • Coordinate the recruitment, training, and supervision of HEWs, CHWs, and school facilitators to ensure effective community engagement and demand generation for immunization services including monitoring Champions app reports.
  • Oversee community, school-based Mini media program immunization and HPV campaign sessions, ensuring compliance with project objectives, safety standards, and local adaptations for maximum impact.
  • Conduct regular field visits to monitor and evaluate activity implementation, gather insights, and address any challenges.
  • Collaborate with the M&E team to ensure data collection, analysis, and reporting align with project objectives and are timely and accurate.
  • Stakeholder Engagement and Coordination:
  • Build and maintain relationships with local government offices, community leaders, and CAAP’s strategic partners to enhance project efficiency and sustainability.
  • Participate in relevant task forces, ensuring alignment of project activities with local health and development frameworks.

Organize regular meetings with stakeholders (e.g., Girls Effect) to discuss project progress, identify challenges, and recommend action plans.

  • Data Collection, Reporting, and Documentation:
  • Collect and analyze data from project activities, ensuring timely and accurate reporting on key performance indicators from HEWs using Champions app.
  • Prepare comprehensive monthly, quarterly, and final reports as required by CAAP and its partners, adhering to specified templates and guidelines.
  • Maintain accurate records of project activities, including participant details, session summaries, and feedback, to support project evaluation and future programming.
  • Training and Capacity Building:
  • Conduct training sessions for HEWs, CHWs, and school facilitators, ensuring they have the necessary skills and resources to engage communities effectively.
  • Lead refresher training on tools like the Champions app, supporting high-quality service delivery across all project activities.
  • Risk Management and Safeguarding:
  • Ensure compliance with CAAP’s safeguarding and PSEA policies, providing safe channels for reporting any safeguarding concerns.

Implement appropriate safety protocols and protective measures during community engagements and other field activities.

About You

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Public Health, Nursing, Social Sciences, or a related field.
  • Minimum of 3 years of experience in program coordination, management, or M&E, preferably within NGOs in health or community development.
  • Strong understanding of monitoring and evaluation, community health education, and mobilization.
  • Proven experience in stakeholder engagement, including local government coordination and partnership building.
  • Proficiency in MS Office Suite, with solid data management and reporting skills.
  • Fluency in Somali and English is required..
