Project Description
The USAID Disaster Risk Management (DRM) Activity is a five-year USAID-funded program implemented by RTI International in partnership with the Ethiopian Red Cross Society. The purpose of the DRM Activity is to strengthen DRM planning and preparedness capacity, improve DRM coordination, enhance resource mobilization and management, and enable timely implementation of anticipatory actions to preempt crises and reduce the impacts of shocks. The activity will also strengthen gender in emergencies (GiE) capacity, increase private sector engagement in DRM, and expand local organizations’ capacity to engage in DRM. The Activity will provide strategic support to DRM institutions in the implementation of Ethiopia’s new Disaster Risk Management Policy and Disaster Risk Finance Strategy.
Position Description
Ethiopian Red Cross Society is seeking a Monitoring & Evaluation (M&E) Coordinator, Oromia for the USAID Ethiopia DRM Activity. The M&E Coordinator will support the implementation of the program Activity Monitoring, Evaluation and Learning Plan (AMELP). She/he will support the Oromia DRM Team and local partners in ensuring that performance data and ongoing learning are collected, documented and shared to ensure timely adaptation and course corrections. She/he will also support the Activity’s local partners in Oromia – including the Regional and woreda level EDRMC units and Emergency Coordination Centers (ECCs), private sector organizations and other relevant local organizations – to build their MEL capacity and ensure proper use of the Activity’s MEL, CLA and Knowledge Management (KM) processes, tools and systems.
She/he will support the regular monitoring and evaluation of the Activity’s performance as well as capture, document, store and share relevant information and documents on progress, achievements, challenges, lessons learned, solutions, good practices and innovations specific to the Oromia DRM Team activities and in line with the overall Annual Work Plan.
She/he will collaborate with the LME-KM Specialist and the LME-CLA Lead to ensure the timely transfer of performance data, relevant documentation and learning that will be centralized, aggregated and analyzed to support timely analysis, reporting, evidence-based decision-making, CLA facilitation, and adaptive management and course corrections and achieve efficient, effective, locally-driven and sustainable program results. In close collaboration with the LME-KM Specialist, S/he will ensure that all quantitative and qualitative data will be collected and will inform the quarterly and annual reports including performance indicators.
She/he will also facilitate the identification of learning agenda and research questions based on the analysis of performance, good practices, challenges and lessons learned of the Oromia DRM Team. In addition, she/he will assist in regularly updating information related to the geographical location of beneficiary households, DRM units, ECCs and other partners to ensure that progress of implementation, collaboration and the expansion of DRM good practices is regularly tracked and visualized through Geographic Information System (GIS) maps.
She/he will also be responsible for preparing summary progress reports including statistical data from regular monitoring and evaluation, as well as qualitative data from ongoing learning. In addition, with the support of the LME-KM Specialist and the LME-CLA Lead, She/he will provide basic M&E trainings for the Oromia DRM Team and local partners to ensure that they are able to provide timely data and learning using the MEL process, tools and systems. She/he will also ensure that the Oromia DRM Team and local partners are able to use the data and learning from their own implementation in as well as learn from other regions’ DRM good practice and lessons learned to adapt and improve their interventions.
She/he will also be part of the LME community of practice and support knowledge sharing and peer learning around the LME good practices, regularly share updated data on context monitoring, disaster risk indicators and triggers, and tracking collective outcomes resulting from collaborative initiatives between DRM and other USAID and non-USAID funded programs in the Oromia.
This position will be based in Addis Ababa, Ethiopia and will report to the DRM Regional Manager, Oromia. In addition, the Learning, Monitoring, and Evaluation-Knowledge Management (LME-KM) Specialist will provide technical oversight and guidance to the Oromia M&E Coordinator on M&E and KM related activity implementation. The LME-CLA Lead will provide overall technical direction to the LME-KM Specialist and the Regional M&E Coordinators.
Your primary responsibilities will include but not be limited to:
- Implement the project monitoring, evaluation and learning plan, based on the Logical Framework / Results Frameworks, Performance Indicators and other data collection, documentation, learning and reporting tools (including data collection frequency and data management) ;
- Provide technical support to the Oromia DRM Team in the use and ownership of the M&E plan in place.
- Ensure regular and timely data collection and analysis for informed decision-making.
- Collect performance data on a quarterly and annual basis to report on program performance
- Ensure that project data is of the highest quality throughout data collection, cleaning and analysis, and organize data received for reporting requirements.
- Support the Oromia DRM Team and local partners to capture performance data, compile supporting documentation and produce quality reports;
- Supports a range of monitoring activities, including site visits, pre- and post-surveys, verification studies, data quality assessments (DQAs), and other data collection and validation activities.
- In collaboration with the LME-KM Specialist, updating the Performance Indicator Tracking Table (PITT) and Activity Implementation Tracker, ensuring correlation between activities in the Annual Work Plan and indicators.
- Support and promote the use of the DRM performance tracking and reporting platform and other data bases such as USAID’s Development Information Solution (DIS) to provide DRM team members, local partners and USAID with easy access to and use of project performance data.
- Coordinate and help supervise data collection activities implemented by local and international firms such as periodic surveys, Outcome Harvesting evaluations and other assessments ;
- Provide technical support for evaluations, research and other studies, including Baseline, Mid-line, End line and routine surveys.
- Ensure that appropriate accountability mechanisms (complaints/feedback mechanisms) as part of the overall system are in place in all project intervention zones.
- Compile and analyses feedback and complaints from participants and produce regular analyses;
- Lead and/or support surveys undertaken to assess Beneficiary Feedback;
- Support the capacity-building of the Regional DRM Team and local partners in the area of M&E, continuous learning and adapting management, and accountability at the various base levels including the organization and delivery of related trainings.
- Support the drafting of monthly, quarterly and annual reports and evaluation and accountability reports and other surveys as required;
- Support the organization and delivery of M&E training to the Oromia DRM Team and local partners.
- Communicate on an ongoing basis and coordinate with other Regional M&E Coordinators in the other regions where DRM activities are implemented, exchange experiences and good practice that can be adopted and adapted by the Oromia DRM Team and local partners.
- Contribute to the development of the Annual LME-CLA Plan and ensure the compilation of quarterly and monthly report of the project’s LME-CLA and KM activities;
- Participate in periodic program review and annual work planning meetings;
- Perform any other tasks assigned by the supervisor;

About You
Required Skills and Qualifications:
- First degree in Economics/Management/Local development and at least 6 years’ relevant work experience out of which 2 years in senior professional Position with NGOs working in the fields of emergency and/or development learning, responsible for Monitoring, Evaluation and Learning, preferably with an international organization or institution; and computer training is required.
- Significant practical and theoretical knowledge of qualitative, quantitative and sampling research and evaluation methods in program monitoring, evaluation and learning;
- practical knowledge of documenting results, good practices, challenges and lessons learned
- In-depth knowledge and skills in Microsoft Office applications, database design and use, research applications (SPSS, ODK, ONA, Kobo, Comm Care, etc.);
- good computer skills (SPSS, Word, Excel, Access, etc.
- Good writing skills and ability to design, analyze, synthesize and write MEL reports.
- Ability to work with a culturally diverse team in an appropriate and equitable manner.
- Good command of Amharic and Afan Oromo is mandatory, and English is required, both oral and written.
- Excellent communication and organizational skills (attention to detail is required); flexibility and capacity to multi-task.
- Ability to travel and work throughout Ethiopia in difficult terrain/conditions at times.
