Job Description


The Finance and Grant Manager plays a key role to the attainment of the strategic objectives of EMDA by providing strategic, financial and grant guidance to ensure that the organization’s financial commitments are met; and grants are well managed. Developing all necessary policies and procedures, the Manager ensures sound financial management and the control of EMDA’s overall operation.

The Finance and Grant Manager will be responsible for overseeing all financial and grant activities and ensuring the organization’s financial health and compliance. He/she is responsible to guide, plan, manage and review the implementation and effectiveness of all financial strategies, processes, systems and procedures of EMDA which eventually helps to meet its overall organizational objectives.

 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

 

  • Accounting: Approved accounting timely entries according to the workflow approval processes. Ensure accuracy and audit-ability of all financial and EMDA’s operational activities to preserve the agency’s financial assets and records. Comply with all local and donor’s reporting requirements and local regulations for all consolidated and official financial statements of the organization.
  • Financial Reporting, Budgeting, and Planning: Review and ensure the accuracy and quality of financial reports to both internal (Board Members and management team) and external (donors, government) stakeholders. Present results and any recommended actions to the senior management team. Manage, ensure accuracy and produce all internal financial reports within the specified deadlines and as required by EMDA. This includes, but is not limited to both general and project specific monthly, quarterly and annual financial reports and statements, all annual budgets and long-term strategic plans. Lead both the Annual Budget and Long-Term Plan processes providing coordination, organization, strategic. Develop financial and tax strategies that are in compliance with EMDA policies and benefit the Company’s strategic financial position.Manage the financial planning system and co-ordinate the annual fiscal planning process. Communicate financial plans and budget guidelines to enable managers to develop and manage budgets effectively. Interpret and analyse reports and actual results against budgets, feedback to EMDA management team with advice and recommended actions if necessary.
  • Finance and Administrative Systems: Develop and/or improve financial information systems. Ensure all appropriate persons are able to use the in country accounting systems. If not in place plan for roll out of all systems to regional project offices. Ensure all data is accurate and complete.
  • Internal Controls:           Ensure required financial documents exist and remain current (e.g. Fixed Asset Register, Delegation of Authority policy, Risk Register, Cash & authorisation limits…). Review and update procedures and accounts manuals.
  • Cash Management: Respect all EMDA financing policies and recommendations. Manage the daily cash management of the organization, ensuring adequate funds are available for all payments and that controls are in place to minimize excessive receivables. Validate and approve all payments affected by the Company. Secure the necessary immediate, mid-term and long-term funding to ensure smooth business operations. Develop/update systems to ensure funds are always available for EMDA and partner activities and that cash is secure. Monitor funding and cash flow and report to Executive Director and management team on both. Keep cash tracker information up to date and ensure it reflects in country income accurately. Make sure levels of cash held at the EMDA office and at partner organisations are not excessive.
  • Policy and Procedure: Implement financial management policies and procedures, and develop tools and systems ensuring compliance with EMDA’s overall policies, external donor requirements and in country laws and regulations.
  • Grant Management and Partner Monitoring: Effectively administer all grant proposals by organizing, prioritizing, and finalizing applications.Monitor grant budgets, expenditures, and milestones, ensuring proper utilization of funds and adherence to donor guidelines. Coordinate with program/Project managers to ensure accurate financial reporting and budget tracking for each project or program. Ensure adequate partner monitoring is taking place, guide the assessment of partners’ financial capacity and make recommendations for possible partnership. Ensure existing partner organizations are upholding effective and efficient financial systems. Responsible to ensure that capacities of partner organizations meet expected standards and work with other teams to ensure this.
  • Audit: Facilitate and co-ordinate both internal and external financial audits. Lead the development of action plans based on audit recommendations and monitor progress on achievements. Lead the preparation and finalization of management report pertaining to annual audit report
  • Line Management of Staff: Oversees all Finance Department activities of the organization through effective coordination of work processes, control systems and staffing. Manage, administer, supervise, assign and transfer Finance department employees under his/her supervision. In this capacity, the Manager shall conduct annual performance evaluations and may take disciplinary measures against said staff within the Company policies and agreements, as deemed necessary.

Accountability:

  • The Finance and Grant Manager is entirely responsible for all quality, accuracy, auditability and timeliness of the organization accounting, tax and financial records, information and reports.
  • The Finance and Grant Manager is responsible for coordinating the Annual Budget and Long-Term Plan processes, ensuring its completeness and timely submission.
  • The Finance and Grant Manager is the caretaker of the Finance function in the organization. And as such, leads and manages all work processes, control systems and staffing for the department.
  • The Finance and Grant Manager is the key organization representative for all banking, auditing, tax and financing-related issues.

About You

PERSON SPECIFICATION:

Formal Education/Qualification

  • Master’s or Bachelor’s degree in Accounting, Finance or related fields and
  • Professional accountancy certification (ACCA) is desirable

 

Work Experience 

  • 8/10 years of proven work experience in financial management preferably in development organizations
  • Proven experience in analyzing and interpreting financial data and information for decision making
  • Experience in using one or more accounting package
  • Knowledge of international donor reporting requirement is desirable

 

Skills and Competences 

  • Strategic thinker – proven ability to translate strategic plans into action
  • Decisiveness with excellent judgement
  • Excellent interpersonal skills – builds good relationships with internal and external stakeholders
  • Good command of verbal and written communication skills in English and Amharic
