Summary

The National Democratic Institute for International Affairs (NDI) is seeking to hire an experienced Ethiopian national as a Monitoring, Evaluation & Learning (MEL) Officer for its Ethiopia country office programs. The MEL Officer will be based in Addis Ababa and report to the Country Representative . S/he is responsible for collecting relevant program activities data/information for reporting and monitoring program impact. S/he will use data management skills and analysis to document the achievement of target results and objectives through reporting and communication. S/he will conduct syntheses of recorded accomplishments, helping NDI establish tangible and intangible contributions made by its programs. Based on results from the MEL work, the Officer will contribute to drafting content for success stories from program activities to be used for internal and external communication, including draft content for possible posting on NDIs social media platforms. The Officer will be supervised by the Institute’s Country Representative in coordination with the Resident Program Directors in Ethiopia and will be supported by Addis Ababa and Washington, D.C.-based staff

Responsibilities

  • Ensure that MEL protocols and procedures for the Ethiopia field office comply with data quality and NDI standards. And where these protocols and procedures are not available, take steps to establish them.
  • Manage MEL practices and procedures including data management for multiple programs.
  • Develop performance monitoring plans as part of program activity work plans in cooperation with the resident country director, resident program director and other senior staff.
  • Coordinate and manage the MEL calendar, provide updates and guidance on performance monitoring issues. This includes establishing data quality protocols for obtaining informed consent, and for securing storage, access, and sharing of data. Collaborate with other NDI MEL staff, including DC based Regional MEL Manager in MEL reporting and data management processes.
  • Develop tools for collecting information necessary to monitor and evaluate programactivities such as surveys, interviews and focus groups
  • Identify relevant secondary sources of information; train staff to use these tools/sources; and oversee the collection of MEL data.
  • Provide support to program teams in preparation of Data Quality
  • Assessments (DQAs) or other information requests from donors.
  • Develop informed consent protocols for applicable data collection tools.
  • Design a data security plan for storage, access, and sharing of data.
  • Collect data on program results and impact and, based on this information, prepare and submit regular reports in accordance with internal and external reporting requirements.
  • Provide support to the program team (field and headquarters) in implementing the office Strategic Communication Plan.
  • Lead and also coordinate with the program team to develop social media content for posting on NDIs social media platforms.
  • Assist program staff in identifying and highlighting achievements of stated objectives and outcomes.
  • Participate in the development and execution of project learning agendas including determining questions, facilitating Reflection, Analysis and Decision (RAD) Sessions, analyzing and presenting learning data.
  • Support report-writing by providing timely data reporting, visualizations, and possibly analysis to programmatic staff.
  • Support the development of program success stories, including from local partners projects accomplishments, for both internal and external communication.
  • Coordinate with other CEPPS M&E staff to ensure accurate and timely data entry into the Evaluation Planning Tool (EPT) M&E Indicator Database as part of the regular data management protocols.
  • Train and assist local partners in data collection and M & E reporting

Requirements

Required Experience

  • Undergraduate degree in a field of study related to applied research and statistics, international development; graduate degree in political science, international relations, public policy, law, or related field preferred.
  • A minimum of four (4) years of experience working in the field of performance monitoring and evaluation. Work experience in the democracy and governance sector will be an added advantage.
  • Experience in results-oriented program design, strategic planning, and program evaluation.
  • Experience with designing and employing evaluation tools and methods such as surveys, interviews, focus groups, and research from secondary sources.
  • Strong interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, national and international, foreign government personnel, members of donor organizations, funders, and policy-makers.
  • Proven capacity to contribute to meeting program goals while managing financial, administrative, and security responsibilities.
  • Strong oral and written communications skills to effectively present information in a clear and persuasive manner in English; knowledge of Amharic and other major

languages desired.

  • Experience in drafting content for internal and external communication is preferred.
  • Exceptional analytical skills for interpreting complex program and political issues.
  • Experience in implementing large USAID-funded international development programs strongly preferred.
  • Working knowledge of PC-based word processing and spreadsheet applications. In addition, knowledge and skills in data visualization will be an added advantage.
