Job Description


The Government of Ethiopia has received financial support from the World Bank to improve the delivery of primary health services. A key sub-component of this new Primary Health program is to strengthen the Ethiopia’s Civil Registration and Vital Statistics Systems (CRVS) as a robust and well-performing CRVS system is essential for sound maternal and child health information and management. A CRVS system ensures the registration of all vital events such as births, deaths, and marriages, and establishes legal identity of persons. It also generates data for the production of vital statistics. A well-performing Civil Registration can also support the development of a modern system of identification that provides identity credentials, and thus improved access to health, social protection, and banking services. The CRVS program component will support the improvement of the CRVS system across the Immigration and Citizenship Service (ICS), the Ministry of Health (MOH) the Ethiopian Statistics Service (ESS) and Regional Vital Events Registration Agency (RVERA).

Today, the CRVS system is still largely paper-based and it is imperative to design, develop and implement a new digital and interoperable CRVS system … The program will also support capacity building, social and behavior change communication, coordination, monitoring and evaluation (M&E). The project will ensure the continuous provision of civil registration services in conflict-affected areas and f refugee camps and internal displaced persons and pastoralist population groups It is also envisioned that civil registration services will be linked to various social and identity services.

The Immigration and Citizenship Service (ICS) is responsible for the administration of the project fund which need considerable efforts to plan, administer, and follow-up. For the effective implementation of these project activities, ICS is looking for a Senior Procurement Management Specialist with strong qualification and experience in the management of International Organization procurement specially World Bank funded finance. This assignment is is for ONE year with possibility of extension depending on performance.

OBJECTIVE

The objective of this post is to hire Senior Procurement Management Specialist, which enable ICS Procurement Team to effectively process procurement activities under the project. This will contribute to the success of the project as a whole. To this end, ICS wants to recruit an Senior Procurement Management Specialist for the duration of one year with possibility of extension depending on performance.

SPECIFIC TASKS / ACTIVITIES

The Specialist will be accountable to the CRVS Project Manager and shall carry out the following activities:

  • Participate in overall planning, management, and monitoring of procurement activities of the project by handling each phase of the procurement cycle as per the guidelines and instruction given from CRVS Project Manager.
  • Preparation bid documents and request for proposals (RFP) as per /or that is consistent with World Bank standard bid documents (SBD) and follow up next procurement steps timely accomplishment after bidding document and RFP issuance.
  • Participate in the collection of data and preparation of technical specifications (together with the project beneficiaries) for the proper purchasing of services, equipment and goods needed for the project through local shopping.
  • Prepare General Procurement Notice (GPN) and Specific Procurement Notices (SPN) to be published in Development Business, DG Market and/or national newspapers.
  • Update and revise the Project Procurement Strategy Document (PPSD) as and when necessary and communicate with the World Bank for its review and approval.
  • Have a good working knowledge of the World Bank’s STEP system by taking the online training.
  • Ensure and control only activities approved in the PPSD and subsequently entered and approved through STEP procurement plan are processed under the project.
  • Handle procurement communications with the Bank through the STEP system at all stages of the procurement process starting from planning to completion of each activity
  • Enter and upload all procurement documents and information in STEP at each stage of procurement process of each activity for both post review and prior review cases.
  • Enter and upload contract completion evidences including copies of inspection, testing, delivery and acceptance documents at contract closing stages of each activity
  • Draft, publish and float invitation of bids for the procurement of goods and Request of expressions of interest (EOI) for consulting services.
  • Participate in the preparation of the project’s draft Procurement Plan taking into account envisaged implementation time for each procurement method.
  • Establish register of qualified consultants, including those replying to the request for EOI, for each activity to be carried out under the project.
  • Participate in the assessment of consultants’ qualifications and establishment of shortlists in accordance to Bank’s Consultation manual and Guidelines.
  • Assist in the operations of bid opening for the procurement of goods and consultants and in the recording and drafting of the Minutes of bid opening.
  • Evaluate bids, technical and financial offers made for the procurement of goods and recruitment of consultants under the project.
  • Prepare contracts for signature and receive securities.
  • Follow-up the timely receipt of goods and reports by suppliers and consultants in accordance to their respective contracts.
  • Prepare & coordinate procurement correspondence with the World Bank and follow up in all cases in which a “No Objection” is required.
  • Receive bidders and consultant’s complaints.
  • Keep records and files of all procurement documentation both in the case of activities subject to prior and post reviews by the World Bank and auditors.
  • Keep accurate records of procurement activities, including purchase register, deliveries and completion of works, for the use of procurement post-reviews and auditing by the Bank.
  • Carry out any other relevant duty that may be assigned by the CRVS-Project Manager.
  • Provide assistance as required by other projects and government regular work.

REPORTING

  • The Senior Procurement Management Specialist will be placed with in the Project Implementing Unit and report to the CRVS -Project Manager.
  • Contract Duration and Remuneration
  • The contract will be for one year but extendable depending on the satisfactory performance and the need as of business continuity.
  • The specialist will be based in Addis Ababa and travel as necessary to regional Vital Event Registration offices.
  • Salary will be negotiated based on the qualifications and experience

Qualification and Experience

  • Advance or undergraduate degree in logistics and supply chain management, management, economics or other related fields which enables her/him to perform the duties specified above.
  • At least 8 years of professional working experience for graduate degree holders or 6 years for post graduate degree holders, and among these, at least four years of experience in the areas of World Bank Supported Project.
  • The candidate should have the necessary experience in STEP.
