Job Description


The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Human Resources Development Expert position who meet the following requirements.

Job Summary

Human Resources Development Expert is responsible to plan, organizes and coordinates staff training and development programs based on need assessment and kind of training required; plans and organizes training packages for identified training needs; formulates and reviews policies and procedures governing training and development of employees; prepares training programs, schedules, venues, facilities, training materials and training aids; in collaboration with others evaluates the effectiveness of training programs.

Duties and responsibilities

  • Plans, organizes and coordinates staff training and development activities of the company;
  • In consultation with company functional units, carries out training need assessment by conducting organization, operation and man- job analysis;
  • Makes a thorough analysis of the company, its operation and manpower resources to find out problem areas where training may be needed;
  • Based on need assessment identifies key short and medium types of training; plans program support activities for a holistic and integrated training package;
  • Prepares outline of training objectives on the basis of types of performance required to achieve company goals;
  • Carries out a comparative analysis on the strength and weakness of different training programs to address companywide human resources development requirements;
  • Directs the selection, development and arrangement of training venues; coordinates the activities of instructors, lecturers, facilitators and trainers;
  • Devises methods and procedures to evaluate training programs; assesses and evaluates the impact of training programs on company culture and performance; prepares an issue report to indicate changes/ improvements in the training method and curricula;
  • Coordinates the collection and analyses of data on the training programs of relevant training institutions; presents recommendation and oversees the training provided;
  • Develops human resources development programs such as conferences, seminars, workshops, forums, case studies and others to promote a proper utilization of trained human resources;
  • Critically assess ongoing training programs in terms of relevance, effectiveness, cost and impact;
  • Keeps records on the types and duration of training provided; maintains file for each trainee and ensures that certificates obtained and all training expenses incurred are recorded;
  • Coordinates and conducts orientation and induction programs to newly recruited employees;’
  • Administers reference library; identifies, selects and collects relevant books, periodicals and magazines; ensures that in house training aids, equipment and tools are kept properly;
  • Directs the preparation and/or revision of training manuals, and training policies;
  • In consultation with the supervisor, facilitate long term training plans & discuss with higher institutions to accomplish the HR development plan of the Board. In addition to that follow up the trainers & the results accordingly.
  • Prepares and submits periodic activity reports;
  • Performs other related duties as required.

Reports to: Head, Human Resources Management Department

Duty station: NEBE Head Quarter, Addis Ababa

Salary: As per the organization salary scale (Competitive)

Requirements

Education and Work Experience:

  • BA or MA degree in HRM or Management or Business administration or Business management or Public administration and development management
  • 5 years for Masters or 7 years for Bachelor in HR administration or development related job positions.

Knowledge:

  • Knowledge of people aspect of Change management methodologies, approaches and models
  • Human Resource concepts and application (Ethiopian Labour Law and employment related regulations, HR Policies, procedures, modern practices, approaches and trends)
  • Knowledge of HR metrics
