Job Description


The Save the Children Fund, commonly known as Save the Children, was established in the United Kingdom in 1919 to improve the lives of children through better education, health care, and economic opportunities, as well as providing emergency aid in natural disasters, war, and other conflicts. After passing a century, which it celebrated in 2019, it is now a global movement made up of 29 national member organizations which work in 120 countries.

ROLE PURPOSE:

The overall objective of this position is to coordinate Staff Safety and Access activities for the entire Gambella Project and Field Offices. He/She is responsible to coordinate activities of the Field Offices and Project offices working under their AO. He/she is also responsible to reduce the risks posed to the program, staff and assets of SCI through the provision of specialised, coordinated, and focused Staff Safety management support, Safety risk Management, briefings and inductions, safety information management and trainings.

SCOPE OF ROLE:

Reports to: Area Director

Location: South AO, based in Gambella FO and provide support to all woredas and refugee camps in Gambella that SCI operates.

Travel: SSAC will travel to all SCI operational woredas and refugee camps in Gambella.

Dimensions: Save the Children works in 8 regions in Ethiopia with a current staff complement of approximately 1,900 staff and current expenditure of approximately $90+ million each year.

KEY AREAS OF ACCOUNTABILITY:

  • Provide effective support to Gambella FO at field level by addressing safety and security issues.
  • Communicates and Coordinates with CO Safety and Access unit and receives direction from the Director of Staff Safety and Access
  • Provide security orientation/briefing for incoming or newly appointed SC staff in Gambella FO.
  • In close collaboration with Director of Staff Safety and Access; reviews reports, and other technical documentation, to support the needs of all departments/ programs in the areas of safety and security, including summarizing requirements and identifying deliverables for departmental response;
  • Coordinates with all departments to ensure uniform application of safety and security policies and practices; coordinates and performs on-site safety and security reviews.
  • Conducts Security Risk Assessment & supports the Field offices on this area.
  • Update or develop new safety and security documents for field office and submits to Director of Staff Safety and Access in timely manner.
  • Collects and critically analyze safety and security information and provide advice to FO.
  • Coordinate the gathering and flow of security information with other relevant actors and provide relevant daily and weekly reports.
  • Represents safety and Security department in partner meetings, program management meetings and events and reports on outcome.
  • Ensures that regular security meetings are conducted with relevant departments.
  • Undertake security assessments of program areas and potential programme areas as requested & report on findings and design necessary improvements.
  • Coordinates meetings with the Supply Chain and Human Resources departments to address the compliance of Safety and Security Essential Standards and to ensure staff safety & security.
  • Provide security and safety related trainings to the staff including guards and drivers
  • Provide support and play important roles in emergency preparedness, relocation/evacuation, accident prevention, general safety, investigation and risk management.
  • Follow up on the regular fulfilment of the needs of safety items in the FO.
  • Play an important role by being part of safety team in operational area.
  • By being member of IMT, provide relevant support in security and safety issues.
  • Frequent travel to the operational woredas and provide safety and security support for the staff.
  • Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree or equivalent in Social Science field.
  • 5 years of relevant progressive experience, out of which 3 years of experience with INGOs is advantageous
  • Formal security qualifications and trainings
  • Knowledge of security protocols and emergency preparedness.
  • Experience in liaising with civilian, police and military government authorities, as well as with regional, national, and international institutions
  • Experience of incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system (warden system), compilation of security reports and assessments
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Ability to present complex information in a succinct and compelling manner
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Willingness to work and travel in often difficult and insecure environments
  • Proficiency in Microsoft Office packages such as Word, Excel, PowerPoint,
  • Access, and other database/mapping systems
  • Fluency in English, both written and spoken
  • Ability to speak Amharic and preferably local languages
