Job Description

Currently, providing assistance in ten different regions implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.
Job Overview/Summary
The Senior Health and Nutrition Manager (SHNM) will be part of the Health and Nutrition unit in the Shire field office supporting the design/development, implementation, monitoring, and evaluation of various health and nutrition projects. The SHNM is responsible for technical oversight and the successful implementation of projects implemented in various areas in the Tigray Region. SHNM will provide technical support to field-based staff who are deployed in different Zone/Districts, track performance progress, and guide project teams to meet project targets. SHNM will conduct regular monitoring visits as well as assist the Addis Technical Unit in new business development initiatives and on other strategic assignments related to the assigned field offices.
The position holder will supervise Health and nutrition interventions: provide specialized inputs into planning, implementation, and reporting of, ZDC immunization, health, and nutrition interventions in the field; provide training, coaching, and mentoring to health & nutrition staff thereby enabling them to implement within quality parameters. The position holder will ensure that interventions contribute to the regional health bureau’s efforts in reducing morbidity, and mortality, especially among children and women.
Major Responsibilities Include
- – Provision of technical, administrative , and management: Keeping up to date with best practices in health and nutrition to act as an expert; providing advice and guidance as required. On request, providing accurate, complete, and up-to-date information is required for effective strategic and tactical planning in the health and nutrition departments.
- – Project management and implementation: Budget tracking and reporting, commodity management and reporting. Adhere to the technical and financial policies and regulations of IRC. We are monitoring specialized the effective utilization of program supplies and materials. Prepare periodic activity and financial reports on the implementation and challenges of health and nutrition program interventions. Prepare project procurement plan and follow up on procurement and delivery of project supplies needed for use in the project.
- – Monitoring, Evaluation, Accountability, and Learning: Together with partners and the health and nutrition teams, coordinate monitoring, evaluation, accountability, and learning of IRC and Outreach Community activities to ensure efficiency, accountability, and impact thereby enabling IRC to build local influence in health & nutrition initiatives and policy development.
- – Representation, liaison, and coordination: Develop and assure strong relations with current health and nutrition cluster coordination in the region. Represent IRC at Field office-level coordination meetings. Seek the support of technical assistance from relevant technical units at IRC Addis specialized unit or other IRC international partners, as needed. Establish and maintain good relationships with relevant counterparts/departments of the government, and the locally represented organizations. Provide required information to Mekelle Liaison and coordination office.
- – Needs assessments: Take the lead in conducting a service availability mapping to inform siting of mobile clinics. Supervise data clerks and make sure pharmaceutical information is entered in the information Management System, that disease surveillance is implemented as per plans and that all data is submitted to the county health Department as well as IRC’s M&E databases.
- – Human Resource Management: Involve and assist in the recruitment of qualified health staff for assigned field offices. Manage and oversee the health and nutrition team, including Health and Nutrition manager, Senior Health officer, and team leaders. Build the capacity of staff under direct supervision based on the identified gaps. Undertake timely performance objectives setting, regular reviews, supervision, feedback sessions, and evaluation of all staff under this position holder.
Requirements
Qualifications
- Masters level education in Health-related field such as RN or MPH. Must have health clinical background (MD, nursing, health officer)
- A minimum of 4 years’ experience in managing health & nutrition projects in emergency contexts.
- Experience leading project implementation in a complex international development environment and/or conflict zones.
- Demonstrated experience supervising, managing, and providing technical support and assistance to field-based program/project staff.
- Previous experience in managing projects funded by BHA, UNICEF, WFP, BPRM, UNICEF and GAVI reporting, budgeting, procurement, and project management procedures.
- Proven capacity to negotiate and work with governments at different levels.
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside IRC.
Education
- MPH with clinical background and must have a first-degree graduate in medical doctor (MD), nursing, Midwife and/ or health officer field of study.

- – Has excellent interpersonal skills in English, Tigrigna, Amharic, and other languages
