Job Description


The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 40 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview/Summary:

The Livelihoods assistants are IRC’s primary interface with the communities where we work. They are responsible for introducing IRC and its projects to the communities, organizing awareness-raising and community training activities, and other project activities as required. They will build relationships and trust between IRC and its project clients, in order to mobilize community contributions to project implementation and to help resolve any disagreements that arise between IRC and the community to ensure timely implementation.

Responsibilities: –

  • Establish and maintain transparent, functional working relationships with local government/RRS at woreda/camp levels and with the vendors, the farmers’ cooperative union, cooperative promotion offices and NGOs operating in the project area organizational communication at community level and support the production of community awareness and visibility materials
  • Undertake basic community level livelihoods related trainings (business skill, soft skills, mentoring/coaching of IRC livelihoods clients)
  • Community mobilization and facilitating community dialogue: Mobilize and engage community members and partners in livelihood activities in the camp including discussions, trainings etc.
  • Support project activities as required and maintain good relationship with community leaders in the camp
  • Engage in basic project monitoring activities, as well as monitoring of partner projects
  • Assist in beneficiary selection and ensure project beneficiaries are selected according to set criteria
  • Carry out social audits in the community to ensure transparency and accountability in program implementation
  • Report regularly on project activities and update livelihoods staff on the progress of project implementation progress
  • Actively participate on assessments including market, capacity assessment of Financial Service Providers (FSP) and other digital cash transfer assessment
  • Collection, consolidation, and reporting of weekly data, necessary for the consolidation of standard project and strategic indicators (number of beneficiaries, number and type of activity performed, results of water analyze performed …).
  • Ensure that the program resources are implemented in transparent and accountable manner and handed over or ended in a way that promotes local capacities and sustainable operations.
  • Organize the beneficiary feedback mechanism is established in inclusive and transparent way and the BF committees are actively participated in all distributions and distributions done in equitable and transparent way.
  • Serve as the focal point person for livelihood activities and community mobilization for kebeles/camps/blocks under his/her responsibility in assigned woreda/camp
  • Use basics of participatory/joint approaches based up on the context of the types of the emergency
  • Working closely with the livelihood’s officers and other IRC team
  • Ensure community mobilization in all field related to livelihoods Programming
  • Participate in different representations like at camp and woreda/kebele level.
  • As appropriate and necessary, mediate any conflicts among beneficiaries, private sector, and IRC.
  • Organize and share the weekly, monthly and quarterly progress plan with IRC standard formats.
  • Take any additional responsibilities as requested his/her supervisor or by IRC.

Job Requirements

Education: Diploma/ 1st Degree in Agri-Business Management, Economics, Marketing, Rural Development, and Project Management.

Work Experience: 0 years of relevant experience for first Degree holders and 2years for Diploma holders.

Desirable Language Skills: Good command of English, local languages, and Amharic languages is required.

Competences and Skills:

  • Previous experience of implementing participatory and organizing community mobilizations on the communities will be advantageous
  • Previous experience of implementing of livelihoods activity will be an asset
  • Previous experience working in similar remote project intervention woredas and adoptable under different context work pressure.
  • Excellent Communication skill
  • Community mobilization skill and partnership concept
  • Good in teamwork, ability to work in hard-to-reach area and in high workload.
