About Job

PATH seeks a Deputy Chief of Party for the upcoming five-year USAID-funded “Lowlands Health Activity” in Ethiopia. The Lowlands Health Activity will improve health and nutrition outcomes in the pastoral areas by increasing access to, and the quality and utilization of health services through 1) enhancing PHC facility governance and functionality; 2) Improving access to and quality of services through client-centered and contextualized service delivery models; and 3) increasing adoption of healthy behaviors, including utilization of health services.

Specific Responsibilities:

  • Provide overall technical backstopping for the project; lead the design and delivery of high-impact technical assistance interventions.
  • Function as primary technical liaison for sub-awardee support.
  • Provide technical support to the FMOH on rural and pastoral health interventions and participate in relevant technical working groups on behalf of the project.
  • Maintain current technical knowledge on public health topics to enable provision of best practices to inform rural/pastoral health strategy development.
  • Focusing at regional, state, zone, and district levels, establish and maintain close working relationships with relevant offices of the Government of Ethiopia and other organizations, the US Government, other donor agencies, and nongovernmental local working in Ethiopia.
  • Work with other relevant departments within the FMOH to facilitate the integration of rural/pastoral health activities into the broader primary health care systems.
  • Supervise PATH technical consultants and oversee their input to program activities.
  • Work with the FMOH to actively use data for decision-making and to identify how activities and improvements in pastoral areas can be sustained over time.
  • Assist the COP in developing annual work plans, budgets, and performance reports.
  • Support the COP in creating smooth partnership and coordination with other relevant USAID funded projects in the country.
  • Monitor the impact of innovative interventions in project-supported geographies with the aim of adapting strategies for learning and broader application.
  • Contribute to documentation and publication of best practices on rural/pastoral health and avail for targeting interventions at national and subnational levels.

Requirements:

  • Advanced degree in public health, epidemiology, international health, information systems, or related discipline is required.
  • A minimum of ten years of experience implementing public health programs in Ethiopia or other parts of sub-Saharan Africa; previous experience with USAID programs and working knowledge of USG regulations preferred.
  • Experience and understanding of the Ethiopian health systems context; familiarity with rural/pastoral health challenges and opportunities preferred.
  • Demonstrated ability to work in a multi-site, multi-year project, including managing partner collaboration, experience with cross-cultural teams highly desirable.
  • Demonstrated ability to work effectively with government representatives, local community organizations, donors and other stakeholders, particularly at the sub-national level.
  • Demonstrated skills in collaboration and diplomacy and commitment to achieving project objectives.
  • Proven ability to motivate and mentor staff and create a positive team environment.
  • Strong communication and problem-solving skills, capacity to monitor progress and recommend necessary recourse for maximizing program progress and impact.
  • Professional level of oral and written fluency in English language.
  • Excellent written and oral communications skills in English required.
  • Available to travel within the country as needed.
  • Must have legal authorization to work in Ethiopia.
