About Job

We are looking for a Technical Director for Programs (key personnel) who will provide strategic technical leadership to ensure a holistic technical approach to an integrated and comprehensive HIV/AIDS program in the community setting that will achieve measurable outcomes in the prevention of new HIV infections among key and priority populations, with improved access to preventive and treatment services, comprehensive behavior change interventions and clinical interventions S/he is accountable to the COP and will work closely with the Technical, Program and MEL teams and communicate technical strategies to regional staff and to subgrantees. S/he will manage a team of technical/program experts and will ensure the quality, timeliness, and efficiency of all products and activities generated under the project.

ESSENTIAL FUNCTIONS:

  • Work closely with the Technical/Program/MEL teams to strengthen the Activity’s 2-way public/private/NGO referral network in towns of operation, strengthening electronic data collection platforms (e.g., COMM Care), and adhering to PSI research and metrics standards for documentation which allows PSI/E to count referral disabled adjusted life year (DALY)s;
  • Lead the adaptation of local and international best practices to standardize integrated HIV/STI/RH biomedical services, with attention to newer Activity areas including Dapivirine Vaginal Ring for PrEP and case-based surveillance/recency testing.
  • Lead and manage biomedical unit staff through the MBO system, routine feedback and coaching, capacity development planning, and performance appraisals.
  • Represent MULU KP biomedical services to the FMOH and associated biomedical technical working groups, USAID and cost-share donors, implementing partners, and stakeholders;
  • Participate in platform technical leadership teams, efforts to strengthen platform procedures, PAT and PIP, internal and external assessments, and strategic planning efforts;
  • Contribute to institutional work planning and reporting, M&E system development, start-up and closeout procedures;
  • Maximize the relevance and DALY impact of biomedical interventions by contributing to effective fundraising efforts;
  • Perform any other related activities as assigned by the immediate supervisor.

Job Requirements

Qualification and Experience:

  • Master’s degree or higher in public health, social sciences, international development, and a related field is required.
  • At least ten years of experience implementing and managing large health and HIV programs involving multiple partners, in/for Sub-
  • Saharan/developing countries is desirable, with 8 years’ experience as deputy chief of party of USG and PEPFAR-funded programs.
  • Specialized knowledge and demonstrated expertise in the area of capacity building, and systems strengthening of comprehensive
  • HIV and AIDS services which are necessary for strengthening service delivery at the regional and national level is required.
  • Experience with quality improvement and assurance, planning, and development is essential regarding capacity building and systems strengthening is required.
  • Demonstrated strategic ability, conflict management, team building, and negotiation skills are highly desirable.
  • Demonstrated interpersonal, writing, and oral presentation skills in English to fulfill the diverse technical and managerial requirements of the project description are required.

TECHNICAL AND OTHER SKILLS:

  • Significant experience in developing and implementing programs targeting Key and Priority Populations with combination prevention services
  • Fluency in English and Amharic languages
  • Demonstration of strong writing, communication, and presentation skills
  • Full fluency in Microsoft Office functions
  • Demonstrated experience in USG-funded project management, including familiarity with PEPFAR indicators, planning, and reporting requirements.
  • Comfort with public speaking and presentation in high-level local and international public forums
