Job Description


Overview of Role

The Senior Programme Manager will report to the Deputy Head of Cooperation and will have responsibility for managing our Strengthening Governance Programme, including promoting civil society space, strengthening democratic institutions, peacebuilding, mainstreaming gender and climate, monitoring, evaluation and learning. The role includes responsibility for assessing programme partners’ proposals, monitoring of agreed programme outcomes and ensuring a whole of embassy approach to our governance work. The successful candidate will also take part in the strategic review of the five-year mission strategy (2020-2025), which requires demonstrable strategic planning skills. A critical understanding of the determinants of good governance, gender equality and human rights and their application and relevance to the political and governance context in Africa is essential.

Role

  • Support the implementation of Ireland’s foreign policy and development strategies, including The Global Island: Ireland’s Foreign Policy for a Changing World; Ireland’s international development policy A Better World and Global Ireland: Ireland’s Strategy for Africa to 2025 in the region.
  • Work with the Embassy team to implement and review the Embassy’s Mission Strategy. Ensure a coherent and joined up approach to our overall Mission Strategy and business plan, particularly for the Strengthening Governance outcome area.
  • Participate in the management team of the Embassy including by providing policy advice, briefings and recommendations to senior management.
  • Manage the governance programme officer and other staff as appropriate and effectively contribute to overall strategic planning, annual business planning and reporting as well as staff performance and development.
  • Other duties as may be required

Job Requirement

Essential requirements candidates must be able to demonstrate:

  • Candidates must have a post-graduate qualification in law, human rights, international relations, economics, social development, international development or other relevant area
  • Candidates must have a minimum of five years relevant experience working in a senior management role (managing people and projects) within a diplomatic, development and/or humanitarian organisation in an international or regional setting.
  • The candidate must be fluent in spoken and written English
  • Demonstrable knowledge (using work based examples) of the political economy and the socio-cultural environment in Ethiopia.
  • The candidate must provide evidence of their knowledge of the determinants of good governance, peace, gender equality and human rights and their application and relevance to the political and governance context in the Horn of Africa.
  • The candidate should provide examples of being solutions-oriented, commitment to delivering results and taking responsibility for quality outcomes.
  • Demonstrable knowledge of leading strategic planning and monitoring/evaluation/learning initiatives resulting in well-defined and achievable work plans, strategies and analysis.
  • Demonstrable experience (through examples) of financial analysis and budget management at a management level.
  • Using work based examples, the candidate must demonstrate excellent interpersonal & communications skills, being persuasive, working in a team and dealing effectively with people in external organization;
  • Proficient with MS Office Suite including Word, Excel, Outlook and Power point; proficiency in additional IT applications would also be beneficial (e.g. working with datasets);
  • The successful candidate must have a legal entitlement to live and work in Ethiopia prior to recruitment.

Desirable competencies candidates are able to demonstrate:

  • International management experience will be recognised as advantageous.
  • Possess significant knowledge and experience relating to the operating environment for civil society in Ethiopia.
  • Good understanding of the policies and approaches of the Irish Department of Foreign Affairs and Irish Aid.

The gross salary for the position is €2,904.29 paid locally on a monthly basis. Salaries are paid direct to a bank account, therefore the successful candidate must have a bank account.
