Job Description


Job Summary

Budget Division Manager is responsible for managing the whole process of the planning and budgeting in the company, provides leadership and coordination of the institution financial planning and proper utilization of resource at the Head Office, Area Office and Branch, in coordination with the area Senior Financial Accountant. She/He works closely with the Director of Finance & Accounts Department by all matters related to the financial and budgeting aspects of the Institution’s Strategic Planning, as well as the annual planning and budgeting processes. S/he supports the preparation of the annual budget work and submit for approval.

Specific Duties and Responsibilities:

  • Directs the planning and development of operating budgets for company, in coordination with the Director, Account & Finance Department;
  • Collaborate with the Director, Finance &Account Department to develop final consolidated budget;
  • Proper allocation of operating budget of approved operating and physical budget;
  • Ensure approved budget allocated to branches/area, communicated and properly implemented;
  • Ensure for proper functioning and usage of budget and cost centre module in the system, generate reports, analyzing, review and submission;
  • Facilitate compilation of funding proposals for funding agencies and donors in coordination with concerned departments;
  • Ensure proper utilization of approved budget at branches and head office;
  • Prepare monthly budget analysis report;
  • Conduct cost/benefit and other types of analyses;
  • Submit recommendations for approval or rejection of budget shifting and additional budget;
  • Ensure the organization’s budget adheres to legal regulations;
  • Oversee expenditure and identify trends in spending;
  • Make forecasts for future budget needs;
  • Suggest improvements to increase profits (e.g. spending cuts)
  • Prepare periodical and special reports;

Staff Management

  • Manages, supervises, leads, guides and supports the staff of the Treasury & Budget Division;
  • Ensures the development of key technical skills of direct subordinates to increase their capacity to develop and undertake major initiatives and assume larger responsibilities to further expand operational impact and sustainability;
  • Completes all performance management activities including: performance planning, monitoring, and performance appraisals of staff reporting to him/her;
  • Regularly mentor and coach subordinates to develop capacity based on evaluation;

Reporting and Others

  • Submits periodic reports to the Accounts and Finance Department Director on the work of the Budget function as stated above, but not limited;
  • Performs other duties as assigned by the Director, Finance & Accounts Department;

Job Requirement

  • Minimum total experience of 8/10 years for MA/BA Degree in Microfinance and or Banking Industry.
  • Relevant experience of minimum 5 years in Budget Management.
  • Minimum 4 years of senior/middle management experience in managing Budget
  • Experience in a managing teams/unit
  • Experience in delivering high standard/quality of service and timely report

  • Proven experience as budget analyst
  • Knowledge of data analysis and forecasting methods

  • Understanding of budgeting and regulatory requirements
  • Excellent mathematical ability and an analytical mind
  • Proficient in MS Office and databases; knowledge of graphic software is a plus
  • Outstanding communication skills (verbal and written)
  • Attention to detail
  • Skilled in banking software, accounting tool and Microsoft office
  • Knowledge of the operational routine of Microfinance/Bank is essential
  • Comprehensive knowledge of regression analysis and time series methodologies
  • Comprehensive knowledge of data collection and evaluation techniques
