Job Description


Job Summary

The Finance Officer will be responsible for day to day project fund financial management, actively involve and participate in the donor contract management, play a key role in the monitoring of grant funds, preparing and ensuring proper & timely donor reporting, provide technical guide on financial management to project officers and  finance officers at the Local Programme, properly handle the project audit and summarizes the donor’s requirements & prepare donor’s compliance checklist and monitor the same. The job holder produces effective, accurate, timely and complete quality financial report for the intended purpose of achieving organizational objectives.

Key Activities:

  • Map project’s cost line items with AA coding system. Create relevant codes. Design forms for reporting.
  • Clearly understanding donor requirements and  project principles before  completing the  budget proposal by preparing budget check list e.g. foreign exchange rate reporting rules, donor visibility requirements, requirements for asset registers and handover certificates, project period expenditure to be incurred, and any exceptions etc.
  • Summarize the donor’s requirements and prepare donor’s compliance checklist.
  • Prepare  the  project  financial  requirements/guidelines which  combine  AA  and  donor’s  financial policies/procedures then train the project team on these.
  • Prepare project cash flow and make sure the cash flow is uploaded to Sun.
  • Follow up donor project performance and present the status of the project on NPAT.
  • Make sure each donor project expenditure is according to rules and regulations of the donor.
  • Timely prepare donor project reports according to the donor reporting format requirement and submit on time.
  • Properly recover costs from donor projects and prepare monthly JV to be posted to the system.
  • Check and verify the timeliness validity, correctness of coded vouchers and other attributes of financial transaction as per the ActionAid Ethiopia policy and procedures.
  • Properly code,  describe  as  per  the  approved  chart  of  accounts/approved  budget  the  regular receipts/payments and journal vouchers at the Head Office
  • Review, correct and post the HO transactions/data on a regular basis.
  • Check/browse entries/data in the  ledger  accounts  to  ensure  correctness  and  completeness  of transactions and pass correcting entries after proper approval.
  • Process remittance journal entries and post intact and make sure the same entries are passed by LRPs
  • Reconcile all balance sheet items (Prepayment, accrual accounts, all debtors & creditors) on a monthly basis
  • Provide Support to field level staff on technical financial matters

Job Requirement

  • Bachelor’s degree in Accounting, Finance Commerce or Financial Management and a minimum if four years practical experience in project finance management in the NGO sector; Sound practical knowledge of SUN systems and spreadsheet; Proven donor fund management skill and practically Proven project management skill

Duty base: Addis Ababa with travel to fields
