Our team

Is responsible for the strategic development and management of the country Humanitarian program. Supports Oxfam’s impact locally, regionally, continentally and globally through ensuring humanitarian program alignment to the key strategic objectives and program standards. Provides strategic leadership and support to resource mobilisation efforts. Ensure that the humanitarian programmes make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Strategy.  Ensures that the promotion of women’s rights is at the heart of all Oxfam in Ethiopia’s program work.

Job purpose

The ECHO Consortium Coordinator is leading to the design, implementation, management and coordination of effective and appropriate large-scale humanitarian interventions. This includes country humanitarian strategic management, representation, coordination, programme management, advocacy and programme support at senior levels

Hours of work: 37.5 hours per week. This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at the interview stage

This role reports to: Humanitarian Programme Manager

Staff reporting to this post: ECHO Consortium MEAL Coordinator and ECHO Finance Coordinator

The annual budget for the post: Has a role in budget control as per the donor’s commitment

Key relationships/interactions: Screening checks: All successful candidates will be screened through Refinitiv World-Check One to comply with counter-terrorism and financial sanctions regulation

References: Should you be successful and not already employed by Oxfam GB, we will require a minimum of two references covering five years of employment history.

Key responsibilities

  • Undertake other responsibilities as assigned by the line manager. Overall responsible for the coordination and management of ECHO funded consortium drought response project, including management of partnership with consortium partners;
  • Ensure consortium level coordination platforms actively function such as Steering Committee (SC), Project Management Units (PMU) and Technical Working Groups (TWGs); Organize and facilitate regular meetings of coordination platforms, a document agreed action and follow up;
  • Undertake regular monitoring of the project progress provide prompt feedback to ensure consistent and quality implementation; Monitoring will include but is not limited to desk review of progress reports, joint monitoring visits at field locations, meetings with senior management of consortium members both at field and country office level etc.
  • Work closely with consortium level finance manager and Oxfam’s finance and funding colleagues to regularly review consortium as well as partner-level BVAs (Budget Vs Actuals) and suggest necessary actions to concerned PMs and follow up;
  • Prepare monthly and quarterly cumulative progress reports including updates on context and operating environment in brief and share with all concerned;
  • Regularly monitor adherence to donor compliances, proactively identify potential challenges and risks to meet donor compliances and ensure timely actions in collaboration with respective PMs of consortium members’ and Oxfam’s global ECHO lead at HQ level;
  • Follow up and ensure timely delivery of communication and visibility requirement as agreed in donor contract;
  • Co-lead (with Oxfam’s grant manager) on communication with ECHO including formal and informal meetings with concerned ECHO colleagues at Addis level; Coordinate donor visits;
  • Coordinate project modification requests (if required) in collaboration with Oxfam’s funding team;
  • Undertake regular communication with Oxfam’s global ECHO lead at HQ level to update on project progress and seek need-based support.
  • Ensure that implementation adheres to humanitarian international standards and approaches (such as but not limited to, Core Humanitarian Standards, Humanitarian Accountability Partnership International (HAP-I) Benchmarks, SPHERE;
  • In collaboration with the MEAL team of consortium members, lead and coordinate external project end evaluation of the project – This will involve Finalisation of TOR agreed with consortium members and ECHO, procurement of consultancy services, coordination of actual evaluation exercise, validation and conclusion.
  • Lead compilation of high quality and concise project end final donor report – This will involve timely finalization of report writing work plan, close collaboration with concerned colleagues (Programme, MEAL, finance and funding) from consortium members, Oxfam’s global ECHO lead at HQ level and ECHO country office;
  • Lead compilation of at least one high-quality document capturing good practices and learning at consortium level focusing on both programmatic aspect as well as governance of consortium;
  • Provide strategic advice and co-lead (with Oxfam’s grants manager) development of a high-quality proposal for ECHO HIP.

Job Requirements

Essential – Experience, Knowledge, Qualifications & Competencies

  • Degree or higher with equivalent work experience from a recognized University/college in WASH, Development or any other related area that can bring added value to the job.
  • A minimum of 7-10 years’ extensive experience in managing grants in a humanitarian context out of which at least 5 years should be supervisory/team leader/managerial experience.
  • Good understanding of WASH and EFSVL programming in refugee response programming
  • Experience leading strategy development and implementation monitoring in collaboration with staff
  • Proven experience in coordination in an international non-governmental organisation.
  • Experience in management/supervisory responsibilities, including good training and coaching skills and a willingness to support the development of others
  • Well-developed interpersonal & team skills and proven ability to be flexible in demanding situations.
  • Ability to operate and think strategically, coupled with proven analytical skills and the use of these to problem solve and make firm decisions
  • Prior experience training/accompanying/learning in the field.
  • Strong budget and personnel management skills
  • Proven computer literacy and analytical skills
  • Good negotiation and diplomacy skills, Responsible, flexible, adaptable, prioritising and Good team builder
  • Fluent written and spoken English.

Experience of ECHO contracts Desirable

  • Experience of working effectively within a large international agency including, in refugee response setting, previous experience with ECHO & UNHCR projects would be an added advantage
  • Research background and knowledge of statistical packages (SPSS or STATA)
  • Proven ability to synthesize and distil information from a variety of sources, to draw lessons from project documentation
  • An applicant with knowledge of the local language is preferable.
