The purpose of the Position

The Monitoring and Evaluation / RBM Coordinator supports the development of programmes within the region. S/He takes a leading role in steering and the operational roll out of Results Based Management (RBM) in Member Associations including alignment of existing programme processes in the region and RBM implementation with ongoing programme changes. S/he leads the development of monitoring and evaluation (M&E) systems and their implementation in the development of M&E tools focus on programmes in particular within the RBM process. The incumbent plays a key role in capacity building of key staff; including trainings on Results Based Management and Programme Database (PDB).

The purpose of the post is to lead the development of monitoring and evaluation (M&E) systems and their implementation, puts in place programme quality management measures. The incumbent plays a key role in capacity building of key staff; including trainings on Results Based Management and programme planning.

Key Duties and responsibilities:

  • Steering and monitoring of RBM implementation; facilitate preparatory steps with focus Member Associations (e.g. scheduling trainings). Ensure alignment with existing programme changes; report on progress to regional Director of Programmes;
  • Support the overall M&E strategy and implementation of related activities within the programme function
  • Prepare and conduct training of IOR, National Office, and Programme Location staff in use of RBM and Programme Database (PDB).
  • Taking a lead role in the development of tools, systems and structures to support development of RBM systems and the ongoing monitoring and evaluation of programme results.
  • Acts as point of contact for International Office RBM coordinator.
  • Assist/support coordination and maintain close links to Children’s Villages International Reps and relevant functions
  • Ensure that RBM implementation is discussed in relevant regional and national meetings. Playing a key role in capacity building on Results Based Management of key national and programme office staff.
  • Report on progress to Deputy Regional Director of programmes, and relevant functions and global RBM network on status, obstacles, and proposals for improvement
  • Support programme teams in all phases of the RBM cycle: plan, monitor and report, evaluate, and use results to learn; ensuring that minimum quality criteria are integrated into design and implementation.
  • Support MAs in development, execution, and monitoring of RBM Implementation plans, results frameworks and concept notes and provide timely feedback on such key documents.
  • Advocate, champion for Results Based Management approach in programmes; participate in awareness raising and knowledge sharing such as: peer-to-peer exchanges, contribute to the RBM blog, share lessons learned with the IO RBM team.

Job Requirements

Knowledge, Experience, competencies and skills

  • A degree or Postgraduate qualification in Development studies, Monitoring & Evaluation, Result Based Management and other relevant fields with more than 5 years of experience in the related field.
  • Fair knowledge of RBM and its implementation is essential
  • knowledge of working with community related project is desirable
  • Solid knowledge and understanding of safeguarding standards of best practice and current thinking/trends concerning working effectively with children and young people.
  • Perform all assigned child-safeguarding duties in a manner that reflects the highest professional standards.
  • Must be able to effectively work with new and changing situations including new regulations; where there may not always be a readily apparent solution.
  • English is a must and French is desirable.
