Job Description


Number of Position: One

Duty station;  SSPIR II Consortium Office

Strengthen PSNP Institutions and Resilience II (SPIR II) is an anticipated 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The SPIR II Procurement officer is responsible to purchasing items for the SPIR II program as approved on the annual procurement plan. S/he will prioritize the needs of goods and services, identifies proper vendor(s) for each category of items, requests proposals or quotations (RFP/RFQ) and facilitates next steps: bid-review, PO preparation and purchase decision in consultation with the supply chain coordinator. S/he will maintain good relationships with suppliers and plays critical role in acquisition of high quality and cost-efficient supplies for the program in line with WV procurement guidelines and procedures

Major Responsibilities:

Suppliers Identification and Need Prioritization

  • Make sure pre-qualified vendors are contacted for quotations as primary suppliers
  • Carefully review suppliers’ certifications, product quality, financial stability, company profile and legal status particularly for vendors not embraced in the pre-qualified list
  • Closely work with budget holders and or requesting units to identify priority needs of goods and services by category
  • Identify requests deviating from the approved procurement plan for quick revision  by the procurement coordinator or to seek higher level approval as needed

Execute and Facilitate Purchase Process

  • Requests proposals or quotations (RFP/RFQ) as per the identified priority need
  • Collect RFP/RFQ within agreed timeframe work
  • Submit RFP/RFQ for procurement coordinator review and committee approval
  • Closely follow every procurement step until products/services are received when tasked by the immediate supervisor
  • Handle woreda/zone procurement when purchasing from central market in Addis is preferred due to supply availability, cost effectiveness, quality or convenience

Vendor Relationships Management

  • Work with finance to ensure suppliers are paid timely for the service or goods delivered
  • Make sure major suppliers are  checked against anti-terror and debarred lists
  • Establish strong contract relationships and ensuring suppliers compliance to those agreement
  • In consultation with immediate supervisor establish regular and transparent two-way feedback system to validate the level of customer-client satisfaction
  • Maintain list of active vendors in tandem with their updated performance record

Technical Support and Monitoring

  • Monitor progress of zone/woreda procurement when assigned by immediate supervisor
  • Provide technical backup for the woreda/zone procurement team as requested
  • Assist in submission of weekly Procurement Status Reports (PSR) to all concerned staffs for their feedback and follow up

Job Requirements

 Required Professional Experience:

  • At least 3 years’ experience in Procurement or Supply Chain.

Qualification required:

  • University degree in Business Administration, Procurement, Supplies Management  or related

Preferred Knowledge and Qualifications:

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.)
  • Good verbal and written communication skills in English
  • Knowledge of national procurement policies and WV ProVision system
  • Ability to effectively work in a team
  • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
  • Experience in information management; able to keep filing systems updated to ensure an auditable trail

Working Environment / Conditions:

  • Office based with travel to the field
  • Travel: 30% Field
