Job Description

Position: SBC Technical Advisor, PReSERVE (Subject to grant approval from the donor)
Duty Station: Bahirdar – Amhara Regional Stat
Duration of Contract: One year contract (Renewable with 60 days probation period)
Salary: As per the salary scale of the organization
The SBC Technical Advisor will provide leadership for the PReSERVE SBC approach, providing technical guidance and capacity building to the rest of the PReSERVE team for the SBC strategy development, implementation, and monitoring. The SBC TA will work closely with the GSC SBC unit.
Principal Responsibilities
Key Result #1 – Provide technical leadership in the development and implementation of the PReSERVE SBC strategy.
1. In collaboration with the GSC SBC team and PReSERVE technical leads, select priority behaviors, conduct formative research to identify determinants, and design key activities to increase adoption of the priority behaviors.
2. In collaboration with technical leads, develop necessary curricula/lesson plans and other necessary materials for use in program activities (e.g. VSL groups, Cascade Groups, etc.).
3. Provide technical leadership and support to country-level SBC activities, including development and execution of SBC design and capacity building activities.
4. Provide technical and programmatic leadership in SBC, including leadership in design, development, planning, and implementation and reporting.
5. Coordinate inputs into SBC research activities, advising on research questions and design, contributing to data collection instruments, and contributing to results interpretation.
6. Provide oversight and guidance to ensure technical assistance project implementation and work plans are conducted as planned, targets and technical requirements are met, and deliverables completed in accordance with donor agreements and program objectives.
7. Lead the development of global tools for the design and implementation of specific technical components.
Key Result #2 – Build capacity of PReSERVE staff and volunteers, and relevant partners in SBC approaches, including the design of the strategy and in key skills for implementation.
1. With support of PReSERVE management and the GSC SBC team, design a capacity building/coaching strategy for program staff and volunteers to implement the behavior change strategy.
2. Develop a communication/advocacy plan around SBC for use with key government or civil society actors and stakeholders.
3. In collaboration with PReSERVE M&E staff, develop a capacity monitoring plan using supportive supervision tools, such as self-assessments and Quality Improvement Verification Checklists.
4. Maintain collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs. Support communication and reporting.
5. Maintain a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners.
Key Result #3 – Monitor behavior change outcomes
1. In collaboration with PReSERVE M&E staff, identify key behavioral outcome indicators and performance output indicators, set annual targets, and design a monitoring plan for the indicators.
2. In collaboration with PReSERVE M&E staff, train relevant staff and volunteers in data collection and reflection to monitor SBC indicators.
3. Oversee the SBC monitoring plan, communicate data to relevant PReSERVE staff, partners and key stakeholders, facilitating decisions to adapt and adjust the SBC strategy and activities as necessary to meet objectives (adaptive management).
4. Facilitate and ensure technical quality assurance activities are regularly planned and implemented and ensure issues and actions identified are shared and addressed in time.
5. Ensure appropriate and timely technical support to field programs.
6. Ensure the quality of implemented technical activities and systems at all levels

Experience
➢ minimum of 6 Years of relevant experience in management of and technical direction to SBC projects and/or programs.
Education/Certifications
➢ Master’s Degree in Information Services, Communications, Education, Environment, Health, Behavioral, Social Sciences International Development, Human Development or Related Field. PhD preferred.

Language
⮚ Must be able to read, write and speak fluent English; French preferred.
