We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. The EU Delegation to the African Union is located in Addis Ababa, Ethiopia and employs 50 staff members. It comprises the Head of Delegation’s office, Political, Press and Information Section, Cooperation Section, Finance, Contracts and Audit Section and Administration section. The establishment of the Delegation in January 2008 was an important political statement by the EU: the recognition that the African Union and its Commission has become a strategic partner in EU relations with Africa.

We offer

We offer a post of Accounts Clerk. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation within the Administration section.

Upon recruitment, the successful candidate will occupy a specific job function as Accounts clerk – this job function may be changed in accordance with the needs of the Delegation.

We offer a permanent contract in Function Group 3, in a dynamic and multi-cultural environment. Place of employment is Addis Ababa, Ethiopia at the Delegation of the European Union to the African Union premises. Normal working hours are 37.5 a week.

Starting basis gross salary is EUR 1,350.00 (paid in ETB). Final salary step will depend on number of years of relevant professional experience. Benefits, such as transportation allowance, additional pension scheme and medical insurance, are offered to employees and their families under certain conditions.

Responsibilities and duties:

The Accounts Clerk will be responsible, under the supervision of the Head of Administration, for administrative and budgetary / financial aspects of Human Resources management and logistics support and will act as back up for Accountant/Budget Assistant.

His/her duties include, however are not limited to the following:

Human Resources management and logistics

  • Assist in the recruitment process including handling the vacancy announcements, facilitating interview sessions, handling of employment related documents, maintaining human resources and personal files with the necessary confidentiality;
  •  Assist with management of rights and obligations of Local Agents such as salaries, social security, leave management, medical reimbursements, pre-employment and annual medical visits, management of corresponding IT applications such as HR Delegation, eDelHRM, e-Tim
  •  Assist with management of rights and obligations of expatriate staff such as removals, rotation travel, temporary accommodation, rest leave, annual and special leave (Junior professionals in Delegations), medical repatriations;
  •   Follow up on representation expenses;
  •  Assist in coordinating and organising training activities of the Delegation, induction training for new staff;
  •  Assist with management of missions including but limited to follow up on MIPS application, follow up on mission planning in consultation with the sections, follow up of contract execution with corporate travel agency and corporate agreements with airlines;
  • Assist with management of hotel agreements;
  •  Follow up on insurances for office vehicles;
  •  Assist with management of contracts with taxi companies, vehicle rental companies;
  •  Assistance with event management and logistics for visits.

Procurement, Accounting and Budget

  •   Assist with management of procurement procedures for the managed thematic portfolio;
  • Assist with monthly payroll management for Local Agents, calculation of overtimes, arrears, step increments etc. and generating pay slips and payrolls in e-DelHRM/HR Delegation;
  •   Operational and Financial initiation of payments, budgetary and legal commitments related to managed thematic portfolio;
  •  Assist in the preparation of the yearly administrative budget plan, monitoring of budgetary consumption throughout the year, revision and introduction of budgetary amendments related to managed thematic portfolio;
  •  Contribute to follow up on the recurrent ex-post control requests and other audits
  •  Deputize the Accounting/Budget Assistant during absences.

Other tasks

Carrying out any other duties that may be reasonably or exceptionally required to ensure the smooth operation of the Delegation. This might require knowledge of additional administrative tools.

Job Requirements

Minimum Requirements:

  • Medically fit to perform the required duties;
  • Enjoys civil rights and permits for employment under local law;
  • High school diploma or equivalent;
  • Minimum 3 years working experience relevant to the job description, gained after the date of the qualifying diploma;
  • Minimum required language competence:  English and Amharic

  • Proficient in ICT (knowledge of the whole Microsoft Office Package) required.

 Following qualifications will be considered as an asset:

  •  Higher level education (university degree or equivalent) in HR management, Management, Accounting or other relevant fields for the position;
  • Relevant working experience with international organizations or diplomatic missions;

  • Proficient MS Excel user.

 Personal skills:
