Job Description


·         Endure program activities are implemented in compliance with USAID environmental safety and safeguard, and Climate Risk Management (CRM) policies and procedures

·         Prepare tools and checklists for assessing the environmental impact of SPIR II planned activities

·         Develop and update SPIR II Environmental Mitigation and Monitoring Plans (EMMPs)

·         Provide technical support for SPIR II implementing partner staff with regards to incorporating and monitoring appropriate mitigative measures into SPIR II activities in accordance with approved EMMPs.

·         Coordinate with NRM/DRR/CAA Technical Advisor, WASH Technical Advisor, consortium infrastructure staff, government PSNP institutions such as PW to ensure all physical structures and construction schemes incorporate mitigation measures identified in the EMMP.

·         Identify and address anticipated environmental risks of planned activities under each purpose area.

·         Work with consortium technical leads as integral part of SPIR II team to ensure that environmental issues are properly integrated in the consideration and design of relevant activities.

·         Train consortium and Implementing Partner (IP) staffs on environmental safety and safeguarding measures and the specific mitigation strategies in the EMMP

·         Ensure all external actors such as vendors and contractors are sensitized on environmental safety standards

·         Support development of programmatic environmental impact assessment and water quality assurance manuals

·         Conduct periodical field visits in accordance with the monitoring and evaluation plan and in coordination with other program team officers

·         Address any capacity gaps that are identified during field monitoring visits, to ensure program staffs at field level perform well according to environmental compliance standards

.         Provide technical feedbacks for capital projects and PW activities while on progress to ensure they are being implemented in an environmentally sound way.

Job Requirements

 Required Professional Experience:

  • 7 years of related work experience, including field-level support of environmental safety and safeguards provision
  • Experience in Environmental Sustainability, Biodiversity conservations and management, project implementation and capacity building.
  • Experience in environmental safeguards assessment, EIA, planning and implementation in USAID funded programs/projects.

Qualification required:

  •   BA/BSc or MA/Sc degree in a relevant academic area, such as water engineering; hydrological engineering; soil and water engineering or environmental engineering.

Preferred Knowledge and Qualifications:

  • Knowledge and experience in engineering structures associated with Ethiopia highlands features such as degraded hillsides (e.g. bench terraces, hillside terraces, stone and soil- faced stone bunds, progressive terraces, stone and gabion check- dams, cut-off drains, water ways, and other in situ moisture harvesting structures).
  • Knowledge and practical experience in designing, planning and implementing major water harvesting structures such as spring capping, dug- wells, ponds, and SSI structures.

Working Environment / Conditions:

  •   Office based with travel to the field

Travel: 25% Domestic travel is required
