Context and Scope of the Position
Working under the overall supervision of the Emergency Program Coordinator and the direct supervision of the CCCM National Cluster Coordinator, the incumbent will be responsible for supporting the work of the Cluster Coordinators both at national and subnational levels to ensure the over-all protection and welfare of the displaced population living in IDP sites by ensuring evidence-based actions, gap-filling, efficient and sound coordination. The incumbent will also support the cluster coordinators to enhance accountability, predictability and effectiveness of the CCCM Cluster actions. In particular, s/he will be responsible for the following:
Core Functions / Responsibilities:
1. Coordination
a. Participate in discussions and coordination meetings at the sub-national levels;
b. Support the delivery of multi-sectorial responses in displacement sites in a harmonized and coordinated manner;
c. Generate reports of gaps and needs across the sectors and in all displacement sites across the country;
d. Verify that adequate camp management structures are in place in various identified displacement locations in the country;
e. Organize regular cluster meetings at the sub national level;
2. Planning and Preparedness
a. Participate in cluster planning at sub-national level with regard to developing response actions, contingency plans and preparedness including “exit”/transition plan for site closure and action plans for the cluster
b. Assist in the mapping of cluster capacity, cluster needs and gaps and, in the development and delivery of capacity building activities for the sector;
c. Assist in mapping and disseminating the training needs of the cluster partners and members;
d. Participate in inter-cluster joint field missions, needs assessments and analysis;
3. Monitoring
a. Assist in monitoring the implementation activities in all displacement sites of all CCCM actors with particular focus on adherence to CCCM standards and consistency to the CCCM pillars as well as in meeting their target commitments to donor funding and reporting requirements;
b. Assist in monitoring that needs and gaps reported by partners in service provision across all sites in the country are reported to service providers and to monitor turn-around response time;
4. Information Management (IM) and Reporting
a. Gather and collate data to feed into agreed upon CCCM reporting tools;
b. Assist in generating CCCM IM Products at subnational level and disseminate to relevant regional Government partners, cluster partners and other stakeholders
c. Follow up with subnational cluster leads for timely provision of regular updates to the national cluster
5. Application of Standards and Guidelines
a. Participate in the discussions and agreements on the use of common standards and harmonized tools and methodologies among cluster partners across the country;
b. Assist in promoting awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all cluster partners, taking into consideration the possible need for local adaptation both in terms of language and content;
6. Capacity Building
a. Organize capacity building activities at subnational level in close collaboration / coordination with cluster partners
b. Prepare all administrative, financial and logistical requirements for all capacity building related activities.
7. 50% of field travel will be required.
8. Perform such other duties as may be assigned.
Job Requirements
Education
- University degree in CCCM/Shelter Related Sciences such as Civil or Architecture Engineering OR Social Sciences such as International Affairs, Development Studies, Economics; with a minimum of five (5) years’ relevant and progressive experience.
Experience
- Experience in a Camp Coordination and Camp Management related field.
- Experience in emergency response and management.
- Experience in Camp Management capacity building, training of trainers certificate etc will be advantageous.
- Experience in post-conflict/emergency zones and in working in a high-risk environment;
- Demonstrated ability to build trusting relationships with communities.
- Experience in liaising with governmental authorities and partners.
- Ability to understand the Organization’s structure and portfolios.
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional background.
- Proven ability to produce quality work accurately and concisely according to set deadlines.
- Practical experience of how-to multi-task, prioritize and work independently.
- Experience in administrative and financial management.
Languages
- Fluency in English is required.
- Working knowledge of local area languages is desirable
