Job Description


 Purpose of the position:

The Finance and Administration Manager is responsible in designing, developing and accessing organizational financial management strategies & systems that support WVE financial systems and operations. The position oversees the accounting functions, financial reporting and analysis as well as providing technical support and supervision to field Finance Managers. The incumbent will support the senior project support manager and the chief of party in ensuring compliance with statutory donor regulations and ensuring the implementation of financial policies and procedures in the field for effective financial resource management, utilization and safeguarding of WVE assets.

Major Responsibilities:

·         Provide leadership the financial and accounting integrity of World Vision Ethiopia’ projects. Apply and communicate financial and accounting policies and procedures to World Vision Ethiopia’s projects. Ensure the projects’ financial reporting and systems provide timely, accurate and meaningful information. Enforce the organization’s internal management control systems in the projects. Provide assistance, as needed, to the field Finance Managers on financial and accounting issues. Monitor project alignment in terms of financial impacts relating to cash flow, deferral, and fund accounting

·         Ensure projects comply with World Vision’s Financial Manual requirements to generate timely, accurate, and usable monthly reports. Support the field Finance Managers to operationalize World Vision Ethiopia’s financial policies and procedures at project level. Support the field Finance Managers to monitor and manage compliance to World Vision Ethiopia’s financial and accounting policies and procedures, both written and unwritten, and ensure corrective action is taken for non-compliance. Provide financial training to project staff.

·         Ensure projects comply with World Vision’s Financial Manual requirements to generate timely, accurate, and usable monthly reports. Support the field Finance Managers to operationalize World Vision Ethiopia’s financial policies and procedures at project level. Support the field Finance Managers to monitor and manage compliance to World Vision Ethiopia’s financial and accounting policies and procedures, both written and unwritten, and ensure corrective action is taken for non-compliance. Provide financial training to project staff.

·         Ensure effective commitment, protection and application of project financial resources. Ensure the project field offices comply with statutory and regulatory requirements. Support the field Finance Managers in providing communication, understanding, interpretation and relevance of external statutory and regulatory requirements to projects. Support the field Finance Managers in developing protocols with internal auditors relating to project accounting and internal control.

·         Prepare and provide periodic financial reporting principally to the Senior Support Project Manager and other key project leaders.

·         Manage HO project drivers and the field vehicles usage in compliance with World Vision fleet management policy and protocol in collaboration with field Finance Managers, the project Admin support officers and WVE fleet management.

·         Engage in and ensure that appropriate human resource performance monitoring mechanisms with proper coaching and mentoring are practiced to enhance smooth staff relations and accountability.

Job Requirements

 Required Professional Experience:

Strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business. Build and maintain relationships by engaging key leaders to establish credibility, solve problems, build consensus and achieve objectives.

Qualification :

BA degree or MA degree in Finance, Business Administration or related field. Certified Public Accountant or equivalent is preferred

Experience:

10 yrs for MA and 12yrs for BA, at least six years Business Management experience in INGOs and for-profit business. Experience with government grant regulations and financial reporting requirements.

Preferred Knowledge

Supervisory and technical expertise in business processes development, internal controls, policies, and procedures. Excellent working knowledge of GAAP and government/donor regulations and requirements. Fluency in English and local language. Technically competent with various financial software programs, including but not limited to Microsoft Office (Word, Excel).
