East African Lion Brands is now hiring key positions to aid in the growth of the company, and a competitive salary will be offered for the right canJob Summary:The International Procurement Division Manager is responsible for overseeing all International procurement operations. The responsibility entails procurement planning, developing and implementing strategies to ensure effectiveness and efficiency, receiving purchase requisitions and ensuring requests are delivered on time, hiring, training, coaching, and performance evaluation of employees within the division.  The incumbent of the position is also responsible for diversifying the existing supplier base and managing day-to-day communications with suppliers and stakeholders.

Main Duties and Responsibilities:

PRE-IMPORT
  • Conducts quotation evaluation and submits for approval to the company’s procurement approval committee;
  • Places orders with suppliers and receives PFI start required import processes;
  • Secures insurance, bank, and required pre-import permits within the required time;
  • Ensure LC, PO, and or payment advice and other required documents are delivered to suppliers in the required time;
  • Ensure facilitation of container booking, follow–up on shipment dispatch and delivery;
  •  Follow-up to ensure  shipping documents include correct details and are dispatched on time by the supplier;
  • Ensure the collection and delivery of original import documents to the company’s clearing agent on time;
  • Is responsible for following up with banks to ensure suppliers payment settlement;
  • Receive, confirm and process payment for simulated duty receive from the company’s clearing agent;
  • Manage issues arising from the duty payment process both internally and externally with the company’s  Clearing Agent, Banks, or Customs;
  • Receives completed purchase requisitions and requests supplier quotation as per the company’s  procurement policy and procedures;

 CLEARING PROCESS

  • Ensure timely clearing and delivery of imported goods by Clearing Agent and their transporters;
  • Provide necessary information, documentation, and actions necessary to expedite the customs clearance process and the release of goods

DELIVERY / TRANSPORTATION

  • Liaise with warehouse personnel to ensure smooth delivery and offloading process;
  •  Manage issues arising from delivery and receipt of cleared items with both the clearing agent, transporter, and warehouse personnel;

POST DELIVERY

  • Ensure that containers are returned by the Clearing Agent and his transporters timely to shipping companies to avoid demurrages;
  • Respond to shipping companies in queries arising from the container return process;
  • Ensure customs declarations are finalized and distributed to the concerned body including the National Bank of Ethiopia on time;

PAYMENT

  • Follow-up to ensure all import-related invoices and documents are presented on time for cost accumulation and issuing of GRN.
  •  Ensure the submission of service Charge invoices by clearing agents for payment.
  •  Resolve all issues regarding payments timely and amicably.
  •  Provide Finance with transparent cash flow requirements for imports.

LANDED COST MONITORING

  • Ensures the completion of import and customs clearance processes within a minimal time without any preventable delays;
  • Closely monitors lead times to ensure optimality;
  • Documents and calculates landed costs for all imports and ensure the recording and communication of the same to Procurement Department Manager and Director of Supply Chain;

CONTRACT MANAGEMENT

  • Ensure all services rendered are within conditions of existing contracts;
  • Manage all contractual aspects of import; clearing, discharge, and storage activities in full compliance with company guidelines and procedures to ensure optimal delivery of service in coordination with the concerned stakeholders such as Finance and Legal departments;

 GENERAL OPERATIONAL RESPONSIBILITIES

  • Is responsible for all planning, monitoring, control, and execution of international procurement activities and resolving issues arriving with in the same;
  • Implements International procurement strategies, policies, and procedures;
  • Is responsible, for proposing improvements in the international procurement policies and procedures by actively following up on changes in import-related regulations, tariffs, Custom Codes, and fiscal policies;
  • Identifies and pursues any cost-saving options for all International procurements;
  • Is responsible for ensuring all import-related documentation are organized, filled, and recorded to enable smooth post-clearance audits;
  • Is responsible for any communication electronic or paper-based communication with stakeholders involved in the international procurement process;
  • Is responsible for the preparation and submission of daily status updates as well as weekly, monthly, and quarterly international procurement related reports;
  • Prepares International procurement division budget, and controls the same;
  • Identifies need and prepares recruitment plan, job descriptions and finalizes hires in consultation with Procurement Department Manager and HR;
  • Identifies Coaching and training needs and organizes the same in consultation with the Procurement Department Manager;
  • Develops Key Performance Indicators for each International procurement subdivision and evaluates employees accordingly;

Job Requirements

SKILLS REQUIRED

  • Strong leadership skills;
  • A solid international procurement process and import process knowledge, and practical skills.
  • Strong communication, interpersonal, and presentation skills;
  • Able to work with Excel, Word, Email. Strong analytical skills
  • Problem-solving capacity, trustworthiness, and commitment;
  • Strong negotiation skills;
  • Languages: Amharic, English (strong in reading, writing, and speaking)

QUALIFICATION AND EXPERIENCE:

  • Bachelor’s degree in Supply Chain Management, Business Administration, Suppliers & Procurement, or related fields.
  • Minimum six years (6) of import experience in a large company out of which two (2) years should be in a similar managerial position.
