 The purpose of the Position

The main role of the Coordinator for the SOS CV NL Humanitarian Portfolio – IOR ESAF will be to support countries such as Ethiopia, Sudan and Somaliland to set up and support the implementation of humanitarian aid projects funded through SOS CV NL.

The purpose of the, regional DRA project coordinator is to provides quality technical support and advice for the plan, implementation and monitoring of DRA financed humanitarian response projects in the ESAF region. The Project Coordinator will act as a liaison between the country-level ERP project coordinators, the ESAF Regional Office, and SOS Children’s Villages in the Netherlands. He/she will engage in capacity building of country offices/project staff including on key standards (CHS, Sphere etc). They will support with timely project setup, implementation, reporting, monitoring, evaluation, and facilitate cross-country learning and capacity.

 Key Duties and Responsibilities:

  • Provide SOS CV NL with a direct point of contact for the projects in the region, acting as liaison between country level and programme manager(s) in the Netherlands.
  • Provide guidance to the national colleagues on every aspect of programme implementation (assessment, implementation, monitoring & evaluation) and ensure compliance with established protocols and requirements.
  • Collaborate with Regional Emergency Response (ER) network on an on-going basis and provide information instantly on the projects in the SOS CV NL humanitarian portfolio.
  • Coordinate training (in and out-house) and capacity building measures to National ER teams in collaboration with regional Human Resources & Organizational Development team, ER network, partners, external trainers.
  • Liaise with National ER team members in order to provide support for operational issues upon request, and provide timely solutions.
  • Provide timely updates and report to the Regional Emergency Response Advisor to facilitate any rapid response and decision-making required within the three countries.
  • Coordinate internal information management on project operations in close cooperation with other stakeholders in the region and SOS CV Netherlands.
  • Feed information and collate lessons learnt and best practices in security in order to set support cross-country learning and support to NL-based programme managers
  • Liaise with regional and NL-level finance teams to ensure efficient fund transfer and financial administrative procedures (budget, cash flow plan, request for transfers, accounting, financial reporting)
  • Liaise with national Human Resources teams to assure timely recruitment procedures across all DRA-financed projects.
  • Engage in regional partnerships and networks and lay the ground for local partnerships and initiatives related to the DRA (innovation, localization, accountability, etc.)
  • Facilitate recruitment of key internal and external consultants for the three DRA projects
  • Provide support to any additional humanitarian projects secured by SOS Netherlands during the contract duration (DRA Acute crisis, ECHO, etc.).

Child Safeguarding

Responsible within own area of work to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination.

Responsible to report any CS suspicion, concern, allegation or incident immediately following Child Safeguarding reporting procedures. CS reports should be made to the IOR CS focal person and/or to the respective line

Job Requirements

Knowledge, Experience, competencies and skills

  • Master or Bachelor degree in Social Sciences, Disaster risk management Humanities or related field
  • Five years of experience in the related filed is essential; five years of experience in same position desirable.
  • Willingness and ability to travel to projects locations (40%) is mandatory.
  • Excellent oral and written English.
