Job Description


Project title: FFHPCTS – Program

Mary Joy Ethiopia is a nonprofit development oriented organization serves the community for the past 25+ years dedicated to improving the lives of vulnerable communities by advancing and implementing integrated development program focuses on livelihood enhancement, education and heath with cross cutting issues of children empowerment, environmental protection, Adolescent and Youth Sexual Reproductive Health and HIV/AIDS and inclusiveness.

Currently, Mary Joy Ethiopia has been awarded fund with USAID for Family Focused HIV Prevention, Care and Treatment Services in SNNPR and Sidama regions.

 JOB SUMMARY:

Under the supervision of HIV service manager, the HIV service Specialist is responsible to provide the technical oversight and support for the HIV service-related activities of the program, specifically HIV case finding through index case testing, HIV self-test, linkages to treatment, adherence support including assessing HIV risk, comprehensive cross referral case management systems and tracking of referrals.

She/he provides evidence-based technical support; support the development of strategic approaches to learning and leveraging HIV programs throughout the portfolio and in collaboration with PEPFAR clinical and community programs as applicable, attend meetings related to HIV case finding, care and support with government stakeholders, partner organizations and different community structures. The HIV service Specialist will also work closely with other project staff in the retention and adherence of PLHIV on treatment to ensure viral suppression.  The HIV Service Specialist will be responsible for achieving deliverables, document, report activities and perform other duties as assigned by supervisor.

SPECIFIC DUTIES AND RESPONSIBILITIES: 

  • Collaborates with the team and partners to achieve project objectives and strategies, to deliver targets and the operational plans of the project
  • support technically IPs in the activities on HIV case finding through index case testing, HIV self-testing, improve engagement, retention and adherence of PLWHA in care,
  • Support the adaptation of frameworks, guidelines and job Aids on HIV service delivery to the project target in collaboration with partners
  • Lead or participate in integrated HIV service delivery trainings rollout to IPs and its supervision.
  • Support evidence-based innovation techniques for HIV case finding, retention and adherence
  • Support mentoring and coaching of IPs staffs and area program teams on HIV service care and treatment activities of the project
  • Provides on-site technical support to the project ‘s field program implementation.
  • Participate in regular joint supervision mission with stakeholder to ensure quality service delivery
  • Represent MJE team in TWG, taskforces on HIV services delivery at Health bureau, and other stakeholders
  • Ensure that implementing partners work harmoniously together with the Regional Zonal and Woreda Health Bureaus and other health sectors   to achieve the program’s overall HIV/AIDS and Health related results.
  • Assure compliance to HIV service standards and procedures other regulatory standards established by FMOH and USAID
  • support the development of annual work plans, monthly and quarterly reports and other reports as needed
  • Track progress against program descriptions, implementation plans and work plans
  • Participates in quality improvement and quality management initiatives with the team
  • Prepare and submit regular and timely performance reports to the HIV service manager adhering to USAID web-based reporting requirements
  • Perform other duties as assigned by the supervisor

Job Requirements

Required Education and Experience:

  • BSc/MSc/MPH in Public Health is required,
  • 6/8 years of progressive experience in HIV testing, adherence and retention to   treatment with demonstrated expertise in comprehensive HIV services delivery in the Ethiopian public health system
  • Minimum of 4 years’ experience with USAID, PEPFAR, or other USG health programs required.
  • Experience and good understanding of the Ethiopian health care delivery system community health system/the Health Extension Program, local NGOs and other Civil Service Organizations providing services to PLHIV in the community
  • Skills and experience in monitoring, recording keeping, and reporting of the HIV prevention, care and treatment programs using the USAID web-based data base system.

  • Experience delivering culturally responsive, gender affirming, and inclusive services.
  • Promotes teamwork and cooperation Experience
  •  Skills in MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
