About
The International Rescue Committee (IRC) is seeking dynamic, analytical, and highly motivated individual full-timer for the position of MEAL Officer to be based in the IRC’s Country Office. The ideal candidate should have experience in NGO in the area of program/project Monitoring and evaluation (e.g. design, management, monitoring and evaluation) and has concrete experience with monitoring and evaluation, and tracking systems/tools, M&E software and processes. The MEAL Officer contributes to the overall program quality through the coordination, and implementation of enhanced monitoring and evaluation system, accountability, and learning strategies. The emphasis is supporting Addis based sectoral and field-based MEAL staffs on streamlining processes and tools for efficiency, effectiveness, and sustainability throughout the project cycle across the IRC’s various sectors and grants. This position is based in Addis Ababa but required to have frequent travels (40%) to the field-offices and intervention areas/refugee camps to provide technical supports. The MEAL Officer will directly report to the Senior MEAL Manager based in Addis Ababa and will technically support MEAL Officers based in the field offices.
Responsibilities and tasks
Accountability and Monitoring Systems
- Support in the preparation of project M&E plans (LFA, Indicator matrixes, Indicator tracking tables, Monitoring Tools) and follow up updating of data against indicators and provide update on the progress.
- Develop and/or update M&E tools, databases, and monthly reporting formats in close consultation with field office MEAL team and Sector based MEAL Managers.
- Support Programs in assessments and surveys, mobile data collection; using Kobo Collect, Commcare, and the IRC apps to collect and analyze data.
- Assist in gathering data for Annual Client Statistics: a quarterly gender and age disaggregated overview per grant per sector.
- Conduct regular data quality reviews against the 3 Cs “Completeness, Accuracy, Consistency” and sample projects for data quality audits as relevant and provide recommendation for the MEAL team
- Provide support on data management and storage to sectors and field-based MEAL Officers.
- Ensure use of monitoring data to update internal and external stakeholders through progress reporting.
- Represent the Senior MEAL Manager in PCMs and BVA and other internal/external meetings, as relevant.
Assessment, Learning, and Documentation
- Ensure relevant, timely, and quality support on assessments, surveys and internal baseline/evaluations, i.e. support in developing the survey tools, digital data applications, data analysis, and report writing.
- Organize and attend semi-annual meetings with the Senior MEAL Manager, MEAL Managers, and the MEAL Coordinator on project monitoring and learning updates, achievements, challenges.
- Provide documentation and dissemination of key findings stemming from monitoring, assessment, evaluation and other learning activities.
- Track and ensure organized, comprehensive electronic filing of lessons and validated findings/analyses from baseline and evaluations.
Capacity Building
· Support the Senior MEAL Manager in facilitating bi-weekly and monthly calls to the MEAL Officers in the field offices to discussing their workplans and their development goals.
· Provide technical capacity building to field-based MEAL Officers.
- Conduct regular field visits to support in data quality check, provide technical backup, ensure functionality of MEAL system and address gaps.
· Provide technical support on M&E, assessments and evaluations using mobile data collection methods such as Kobo Collect and CommCare.
Feedback Planning and Implementation
· Support the Client Responsiveness team in the collection of client feedback through integration with M&E activities (assessments, surveys, baseline and evaluations).
· During field monitoring, support MEAL officers in updating the Feedback Registry and raise cases including breach of IRC code of conduct, allegations of child abuse or sexual exploitation and other major programmatic complaints.
· Make sure client responsiveness dashboard appropriately used by sector and field office MEAL team to inform programming
Job Requirements
Education:
- Minimum of Bachelor’s degree in development studies, social sciences, Statistics, Economics and/or other relevant fields with at least three years of relevant professional work experience.
Work Experience:
- Minimum of 3 years of proven experience with the first degree and 2 years of relevant experience for postgraduate degree holders preferably in an international NGO, in a similar role/with similar responsibilities.
- Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context.
- Proven experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.
- Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
- Proven experience of implementing beneficiary complaint and feedback mechanisms.
- High proficiency in Microsoft Word and Microsoft Excel and other applications
- Proven ability in using statistical software and PIVOTING for data analysis and report writing
- Preferred knowledge of mobile data collection tools such as Kobo Collect or Commcare.
- Familiarity with information management systems and analysis software is a plus.
- Effective, high-quality communication, writing, and interpersonal skills are crucial.
