BACKGROUND :

Under the guidance and direct supervision of the Health professionals’ licensing exam for health profession Directorate of the Ministry of Health, the senior ICT expert is expected to design and create database, maintain data integrity and security, Set up and maintain database infrastructure, develop/customize applications, do  skill gap analysis and give trainings.

Roles and responsibilities

  • Create and manage multiple databases and assist in capacity planning;
  • Compile and properly handle the examinees, invigilators, assessors, exam centers, ICT coordinators, standardized patients, exam coordinators, supervisors and other essential data for the program.
  • Develop online registration and result dissemination system
  • Actively involve and maintains the exam security throughout the process
  • Perform Computer configuration
  • Computer program installation for exam administration
  • Familiarity to Software like jMetrik, Formscanner, and other item banking and registration software.
  • Modification and utilization of software for:
  • Exam banking (coding and recoding)
  • Exam assembling
  • Coordinate and supervise the computer based exam administration process nationally
  • Creating answer sheet templates using formscanner
  • Scanning answer sheet, scoring and perform exam booklet matching for paper based examination
  • Domain specific analysis (check for the quality of the tests, identify equivalent tests)
  • Makes sure the obtained results are accurate and reliable before Disseminating and reporting to the registrar
  • Provide technical and advisory support to the local staff and all involved in the exam development, registration and administration process
  • Identifies existing ICT related gap in the team and Capacity building
  • Prepares timely report and close up report to the directorate
  • Engages in other activities assigned by the directorate

Job Requirements

  • Ability to work with minimal supervision;

  • Identifying and responding to current and future ministry’s needs; providing service excellence to the systems users;
  • Experience in designing/customizing applications
  • Experience in open source tools
  • Knowledge and ability to design, define, construct, enhance, support and maintain application software on one or more platforms;
  • Defining tasks and milestones to achieve objectives, while ensuring the optimal use of resources to meet those objectives;
  • Knowledge and ability to apply the principles of business analysis in the planning, reengineering, requirement gathering for government business environments, operations, processes and practices;
  • Knowledge and ability to apply the methods, practices and policies that are used in the design and the management of databases;
  • Knowledge and ability to apply formal project management principles and practices during the planning, implementation, monitoring and completion of projects, ensuring effective management of scope, resources, time, cost, quality, risk and communications;
  • Ability to work in a team and lead a team effectively in order to achieve the desired goals.

Required Skills and Experience

Education:

  • BSc in Degree or MSc in degree in computer science or Software engineering.

Experience:

  • Minimum of 4 (four) years working experience as an ICT Expert with BSc  Degree OR Minimum of 2 (two) years working experience as an ICT Expert; Good knowledge and hands on skill on Oracle, MSSQL and other databases are required

Language requirements:

  • Good Command of English speaking and writing.
